Job Description:

The Technical Analyst provides advanced analytical, modeling, economic evaluation, regulatory research, and technical documentation support to the FAA Office of Airports. This role serves as the lead analyst for special program studies, including Benefit–Cost Analysis (BCA), policy modeling, regulatory impact assessments, internal controls, and methodology development supporting decision-making for multi-billion-dollar airport funding programs. The Technical Analyst integrates economic models, GIS spatial analytics, population coverage analytics, and structured regulatory analysis into APP programs.

Job Responsibility:

  • Serve as lead analyst for NPIAS dataset integration, data-driven mapping, and airport classification analytics
  • Develop models, tools, methods, and sensitivity studies supporting airport infrastructure funding decisions
  • Lead benefit–cost analyses (BCA) for Letter-of-Intent (LOI) projects and ARP funding initiatives
  • Maintain datasets and graphical content using MS, ESRI, and Tableau-class data tools
  • Conduct regulatory research supporting PFC, TIFIA, TFR, Buy American, NEPA, and Noise Analysis requirements
  • Evaluate policy options, draft regulatory responses, and assess economic impacts of proposed actions
  • Support public participation processes, including public comment review, comment adjudication, and Federal Register documentation
  • Lead technical editing, analysis, and development of the NPIAS report, including modeling, mapping, and technical narrative content
  • Produce data-driven outputs including airport coverage maps, demographic analysis, and statistical summaries
  • Deliver documentation and supporting files in reusable organizational formats
  • Conduct internal controls assessments to validate compliance with APP policies
  • Review audit findings and develop corrective recommendations, process improvements, and risk mitigation strategies
  • Support financial transparency and oversight documentation supporting major grant funding programs

Requirements:

  • Bachelor’s degree in Economics, Engineering, Aviation, Statistics, Data Science, Public Policy, or related field
  • 8–12+ years supporting federal analytical programs, economic modeling, grants management, or infrastructure financing
  • Demonstrated experience conducting benefit–cost analyses, cost-effectiveness studies, or economic modeling
  • Advanced capability with MS Office, ESRI ArcGIS, Tableau, mapping tools, statistical methods, and data analytics
  • Experience leading complex document development, technical writing, and FAA-style documentation
