The Connecticut-based Chief Of Party will plan and coordinate land survey work activity within the assigned territory. Responsible for coordinating diverse survey activities of staff and field crews and vendors while providing advice to project teams. The primary functions will be to coordinate Vendor activity including preparing RFPs, assist with hiring from the approved vendor list, schedule/review/approve all deliverables and invoices. The incumbent will regularly oversee the survey work of assigned support staff and vendor crews. This individual may also attend project meetings, provide oversight on all Survey related tasks, proving to be an advocate for the department, providing the highest quality and integrity for daily tasks. This is a union position - Land Surveyor - "Chief of Party".
Job Responsibility:
Plan and coordinate land survey work activity within the assigned territory
Coordinate diverse survey activities of staff and field crews and vendors while providing advice to project teams
Coordinate Vendor activity including preparing RFPs, assist with hiring from the approved vendor list, schedule/review/approve all deliverables and invoices
Oversee the survey work of assigned support staff and vendor crews
Attend project meetings, provide oversight on all Survey related tasks
Plans, directs, and assigns tasks to personnel engaged in survey work
Reviews work in progress to ensure it is performed safely and accurately
Ensures that materials and equipment are available as needed
Trains personnel in established safe working practices and the proper use of survey instruments and equipment
Makes recommendations relative to adjustments and/or repair of survey instruments and equipment
Makes field notes and sketches
Prepares and maintains related survey reports and records
Contacts city, town, and public works personnel relative to survey issues, and reviews land records for property data
Contacts property owners relative to determining boundaries and/or obtaining permission to access their property
Coordinates survey assignments with other company personnel
Makes recommendations for improvements in the operation of the Eversource Survey Engineering department
Gathers and analyzes land plans, deeds, aerial phots, highway alignment plans and similar documents
Assists in determining precise locations and boundaries utilizing equipment such as network RTK GPS, robotic total stations, laser scanners, auto levels, hand-held field computers (data collectors) and similar devices
Analyzes and plots data utilizing programs such as COGO survey software and Civil 3D CAD systems
Drafts final boundary, subdivision and right-of-way plans utilizing programs such as Civil 3D CAD systems
Assists in determining the volume of soil removed from excavation sites by means of precise measurement
Establishes and re-establishes transmission line rights-of-way on the ground using deeds, records, plans and precise surveying equipment
Assists other departments or business partners in the procurement and design of transmission line rights-of-way, the field analysis of transmission line encroachments and subsequent plans, construction surveying including baseline establishment, precise leveling, as built surveys and plans
Acts as liaison for the Company with engineering and surveying public
Responds to right-of-way dimension questions, and real estate questions regarding old Company deeds, plans and title information
Requirements:
High school diploma plus one year of additional specialized training in surveying or the equivalent
Five years of related experience
Must hold a valid motor vehicle operator's license
Thorough knowledge of the operation of and the ability to operate safely various survey instruments and equipment
Knowledge of trigonometry, geometry, and algebra
Understands land measurement principles and applicable laws
Knowledge of civil engineering principles and terminology relevant to the practice of land surveying
Thorough knowledge of safety rules
Knowledge of Land Surveying, mapping, legal documents and real estate terms
Must have a basic understanding of property law
Knowledge of State statutes and regulations governing surveying and mapping
Must have a strong background in boundary surveying
Ability to write clearly and concisely
Ability to provide customer service that meets or exceeds company standards
Must Demonstrate the ability to coordinate groups as well as to work independently
AutoCAD experience is required
Must have experience with Total Stations, Data Collectors, GPS equipment and related software
Must be available to work emergency storm assignment as required

Continuing education course in land surveying, civil engineering road design and drainage helpful
