We are seeking a dedicated and skilled Labs, Systems & Simulation Manager to join our BT&E team in Long Beach, CA. This role is critical in supporting the development and execution of test programs, ensuring that all testing activities are effectively integrated and aligned with project goals. The ideal candidate will have a strong background in people leadership, test & evaluation, software development, system integration, risk management, and project execution.

Job Responsibility:

  • Leads engineering and technical activities in the areas of Lab Operations, Systems Engineering, and Simulation Engineering
  • Responsible for overall planning, execution, and success of complex projects
  • leads, directs, coaches, and works alongside team members to execute test scope execution, design development, test bench integration, peer reviews, system troubleshooting, and hands-on simulation development
  • Technical strategy development: Leading the evolution of test capability hardware, software, and architecture to modernize systems and mitigate obsolescence challenges
  • Mentoring and coaching all levels of engineers providing knowledge transfer to aid in growing our next generation of leaders and engineers
  • Partners with individuals to develop goals, career development plans, and manage performance to plan
  • Driving Discipline & Improvement: Seeks out opportunities to streamline, automate, and improve existing operational cadence. Develops and executes project and process plans, implements policies and procedures, and sets operational goals. Responsible for developing meaningful metrics to measure progress
  • Long Range Planning and Proposals: Forecast resource needs, Lead Proposal Development Efforts, and and Hire/develop appropriate personnel to meet project and daily operating requirements
  • Test Execution: Ensure requirements and resource needs are known so that Execution of tests, according to established procedures, adherence to safe and high-quality standards
  • Sustaining Support: Provide ongoing support and participate in strategy discussions around test station sustaining support

Requirements:

  • Ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship
  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement
  • 5+ years of experience with project management and/or integration
  • 3+ years of experience in software development
  • 2+ years of experience in a leadership role (i.e., manager, project manager, team lead, etc.)
  • 2+ years of financial acumen experience with understanding and applying financial metrics to assess the viability of business cases
  • 2+ years of experience communicating effectively at multiple levels

Nice to have:

  • Active Secret Clearance
  • 4+ years of experience applying Program Management Best Practices (PMBPs) to include project planning / scheduling and applying Earned Value Management (EVM)
  • 4+ years of Experience in test
  • Experience with military platforms and avionics systems
  • Strong written and verbal communication skills
  • Experience executing in an Agile work environment and implementing Agile Methodologies
  • Experience working in MSOSA, Cameo, or similar Model Based Systems Engineering tools
  • Experience across multiple phases of the product life-cycle
  • Experience with Mission Systems Open Architecture Standards
  • 3+ years of experience in ADA, C, Python software development
