Provides leadership, direction, and counsel to Human Resources Staff, particularly in the areas of policy, procedures, program and labor contract interpretation, complaint and grievance handling, corrective discipline, dispute resolution and union recruitment. Devises methods for gathering information, analyzing and interpreting data. Prepares reports and makes recommendations which may have broad Human Resources implications. Trains, monitors and coordinates work of lower level staff.
Job Responsibility:
Provides leadership, direction, and counsel to Human Resources Staff, particularly in the areas of policy, procedures, program and labor contract interpretation, complaint and grievance handling, corrective discipline, dispute resolution and union recruitment
Conducts formal grievance investigations and hearings and writes third step grievance responses with Manager's review
Advises Supervisors and department heads in the proper administration of corrective discipline and first and second step grievance responses
Investigates and compiles background for arbitration preparation, including relevant facts and ensuring consistent standards which preclude arbitrary or capricious discipline
Assists with negotiations of collective bargaining agreements, including compiling and analyzing data, drafting proposals, and preparing negotiation notes and summaries
Assists in developing procedures for implementing negotiated changes in agreements
Assists staff in the consistent interpretation and application of Human Resources policies, procedures, regulations and programs
Advises Supervisors in the consistent interpretation and application of contract provisions
Maintains regular contact with staff to ensure awareness of the nature of employee and labor relations work
Communicates labor relations requirements to appropriate divisions of the Human Resources department
Encourages and assists in the use of positive means of resolving Supervisors' and employees' concerns, problems, and formal grievances for both represented and non-represented employees
Trains, monitors, coordinates work of and counsels lower-level HR staff
Recognizes need for, and encourages participation in, established training programs, including staff development, contract administration, grievance handling and discipline and effective employee relations
Participates in development programs and other activities to maintain current awareness of employee and labor relations and Human Resource law issues
As assigned, participates in other related Human Resources projects and programs
Recommends process improvements based on analysis and systems capabilities
Maintains records and conducts correspondence with a variety of agencies and officials that provide a source of information
Prepares reports and recommendations based upon analysis of information gathered

Requirements:
Bachelor's degree and 3 years of relevant experience required
Or equivalent combination of education and experience
