Job Description

The IT Portfolio and Governance Manager is responsible for developing a holistic vision of current and future initiatives and prioritizing them according to pre-established criteria. Their role focuses on the efficient processing of new business requests and needs, based on a thorough understanding of the various business sectors. They serve as the single point of contact for centralizing project and initiative requests, thereby enabling better prioritization. The IT Portfolio and Governance Manager works closely with the IT Architecture Manager, the Senior IT Architect, the Application Manager, and the IT Delivery Director to evaluate and propose an IT roadmap and a project portfolio aligned with the strategic directions. The IT Portfolio and Governance Manager is responsible for preparing and monitoring the IT budget, in close collaboration with the Finance team and the IT Managers. The IT Portfolio and Governance Manager is responsible for D&IT governance, including: preparing presentations and conducting governance meetings with the D&IT management team and the executive team.

Job Responsibility

  • Evaluate requests, prioritize, and select IT projects and initiatives based on the organization's strategic objectives and ensure alignment with the IT roadmap
  • Manage the IT project portfolio to ensure alignment with the business strategy, resource optimization, and maximization of added value
  • Monitor the progress, budgets, risks, and performance of projects within the portfolio
  • Develop project portfolio dashboards to ensure visibility, action, and decision-making
  • Facilitate decision-making regarding resource allocation, project prioritization, and portfolio adjustments based on evolving priorities
  • Creates and maintains portfolios aligned with the IT & D&D roadmap, as well as the performance indicators used to measure them
  • Leads, monitors, and provides visibility into the progress and execution of the roadmap
  • Provides the necessary visibility for assessing departmental capacity by producing and maintaining capacity reports
  • Organizes IT governance committees and prepares the necessary documentation (monthly IT & D&D management team meeting, monthly meeting with the executive team, etc.)
  • Provides a project management toolkit (processes, templates, etc.)
  • Ensures the quality of project management deliverables (project plans, status reports, monthly forecasts, etc.)
  • Orchestrates the allocation of resources for the initiation of various projects in collaboration with resource managers
  • Coordinates and monitors the D&IT budget and financial cycles
  • Prepares budgets for all of D&IT and performs financial monitoring throughout the year
  • Provides visibility on variances and communicates them

Requirements

  • Undergraduate degree in an IT-related field
  • Minimum of 5 years of relevant experience in coordinating or managing IT projects, programs, or portfolios
  • Experience in an advisory role to senior management
  • Experience facilitating workshops and governance meetings
  • Demonstrated experience in implementing, maintaining, and managing an IT portfolio and processes
  • Experience in personnel and team management will be considered an asset
  • Proven strong customer focus and autonomy
  • Excellent ability to develop strong business relationships
  • Excellent ability to produce and communicate a holistic vision
  • Knowledge of best practices in IT project portfolio management
  • Knowledge of the financial concepts of an IT budget
