Job Description:

The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution – from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management. The Integrated Supply Chain team has a direct impact on program success, acting as a critical chain that links the end-to-end material flow together. Job Responsibility:

  • Interpret regulations as they apply to financial processes and other processes, practices and procedures
  • Investigate and resolve compliance problems or complaints received from internal/external customers, government regulatory agencies, etc
  • Implement policies and procedures to ensure that these are in compliance with the appropriate statutes and regulations
  • May audit and evaluate current policies, procedures, and documentation for compliance with government laws and regulations
  • Provide focused support to Integrated Supply Chain (ISC)
  • Perform SBLO duties by conducting outreach, monitoring goals of small business program, creating and maintaining small business subcontracting plans, submitting semi-annual small business reports (ISRs and SSRs) to the Government, participating in and supporting DCMA/SBA audits of small business program, and other activities as required
  • Evaluate RFP requirements for Small Business utilization and participation requirements
  • Review and approve Large Business (LB) supplier subcontracting plans for compliance to regulations
  • monitor and approve LB suppliers' individual subcontracting performance reports to plan
  • Conduct Small Business utilization training sessions for supply chain personnel. Anticipate changes to Small Business regulations and assist with providing guidance to supply chain
  • Represent BAE Systems Inc and Space and Mission Systems (SMS) and its Supplier Diversity Program through public-facing outreach events and participation in federal procurement Small Business supplier conferences and industry meetings. Interface with Government and Government Small Business professionals as required
  • Develop and implement customer required Small Business Subcontracting Plans and Participation Plans in deadline-driven environments as required
  • Collect data for FFATA reporting and submits data as required
  • Create, maintain, and distribute department reports
  • Support or manage the P-Card program
  • Review Supplier Applications and Reps & Certs packages and enter info into vendor mastering systems
  • Assist in development/optimization of ISC
  • Maintain ISC Small Business SharePoint site
  • Support cross-functional team in ISC efforts
  • Administer and maintain supplier performance system
  • Maintain a regular and predictable work schedule
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment
  • Perform other duties as necessary

Requirements:

  • Bachelor’s degree plus 2 or more years related experience
  • Possess a practical knowledge of supply chain management, small business, FAR/DFAR regulations and provides guidance to procurement professionals in support of subcontract actions by referencing the FAR, FAR Supplements, and ISC policies and other procedural requirements
