Job Description:

Seeking an experienced Internal Audit Manager/Director to oversee financial and performance audits. In this role, you will play a key part in identifying inefficiencies, preventing fraud, and ensuring compliance with municipal regulations. This position offers an opportunity to contribute to the improvement of public services while upholding the highest standards of integrity and accountability.

Job Responsibility:

  • Conduct and supervise financial and performance audits across city departments, including the retirement system and other designated areas
  • Develop and present an annual audit plan, outlining priorities for the upcoming fiscal year
  • Oversee internal audit staff, including hiring, training, and managing personnel to ensure effective operations
  • Establish measures to detect and mitigate waste, fraud, and abuse within operations
  • Facilitate annual independent financial audit by coordinating with external auditors and relevant departments
  • Maintain and promote an anonymous fraud hotline for reporting by employees and residents
  • Prepare and submit the Annual Comprehensive Financial Report along with various state and federally mandated reports
  • Ensure non-interference during audit activities across all units, including schools and other departments
  • Review financial warrants for vendor invoices and biweekly payrolls to ensure accuracy and compliance
  • Report suspected illegal activities uncovered during audits to appropriate law enforcement agencies

Requirements:

  • Proficiency in budgeting, financial forecasting, and managing both operating and capital budgets
  • Strong ability to prepare and analyze fiscal reports and statistical data
  • Proven experience supervising projects with large budgets and complex financial systems
  • Expertise in accounting principles and practices, including reconciliations and ledger management
  • Exceptional communication skills for interacting with city officials, community leaders, and various stakeholders
  • Ability to build and maintain collaborative relationships with staff and government officials
  • High ethical standards and integrity in fulfilling job responsibilities
