Job Responsibility

  • Review and challenge capital bids, investment proposals, and business cases in line with HM Treasury Green Book principles
  • Provide financial scrutiny to ensure value for money, affordability, and financial sustainability
  • Lead the production of capital programme monitoring reports, forecasts, and financial analysis
  • Support the preparation of Cabinet and senior leadership reports relating to capital investment and programme delivery
  • Coordinate governance activities for Capital Boards and Programme Governance Groups
  • Support capital budget setting, year-end closedown, and Statement of Accounts disclosures
  • Monitor and report on Prudential Indicators, capital financing, and programme performance
  • Drive improvements in capital accounting processes, financial controls, and governance frameworks
  • Work closely with project managers, finance business partners, and capital programme teams to strengthen financial oversight

Requirements

  • Significant experience in Local Authority Capital Finance
  • Strong knowledge of capital programme management, capital accounting, and financial governance
  • Experience reviewing and challenging business cases and capital investment proposals
  • Understanding of Prudential Code, Capital Strategy, and HM Treasury Green Book principles
  • Experience supporting capital budget setting, forecasting, and year-end reporting
  • Strong stakeholder management and communication skills
