Job Description:

The Information Technology Operations and Infrastructure Program Manager III plays a critical role in executing high-impact org-wide initiatives and continuously improving processes to increase the effectiveness of our Infrastructure Operations and Security initiatives. The Program Manager in this role structures and drives large sophisticated cross-functional team’s technical initiatives in ITOI & Security platforms. Specifically, the Program Manager drives the problem space, work closely with IT and Business leads to conceptualize solutions, organize/align multiple teams for delivery and drive towards execution demonstrating landmarks/important metrics.

Job Responsibility:

  • Provide program management and guidance to various stakeholders
  • Develop and manage IT Infrastructure programs and manage deliveries from beginning to end, including project scope, timeline, hardware procurement, resource allocation, and project execution
  • Provide on-site monitoring and enforcement of installation schedules and vendor quality, inspect prospective and completed facilities
  • Serve as a liaison between all IT teams to ensure alignment with project goal(s)
  • Facilitate formal turn-over with IT production teams and monitor deliverables until agreed upon launch/deliverable is achieved
  • Contribute to development of program management processes and methodologies
  • Applies subject expertise in evaluating business operations and processes
  • Identifies areas where technical solutions would improve business performance
  • Consults across business operations, providing mentorship, and contributing specialized knowledge
  • Ensures that the facts and details are correct so that the project’s/program's deliverable meets the needs of the department, organization and legislation's policies, standards, and best practices
  • Provides training, recommends process improvements, and mentors junior level staff, department interns, etc. as needed
  • Meet with departments and I.T. Teams to gather and arrange project tasks
  • Prepare Project Management documents to effectively track deliverables and resources
  • Set-up and conduct status meetings and brainstorming meetings to create work breakdown structures (WBS)
  • Create Project Management SOPs to ensure projects are produced and tracked appropriately

Requirements:

  • Bachelor's Degree (or equivalent education/experience)
  • At least 6 years of experience in handling IT Projects or programs
  • Experience with Process Improvement Methodology including defining and documenting workflow
  • Experience with Workflow Tools - JIRA, Project Server etc.
  • Technical project experience in large distributed systems, complex competing environments, Microservices Architecture, Cloud computing etc.
  • Experience resolving effective program critical metrics and using them to measure program success and identify issues
  • Experienced in project management tools
  • Familiar with both Agile and Waterfall methodologies and able to apply those when best suited
  • Proven ability to work closely and skillfully with all stakeholders across the organization
  • Strong organizational, analytical and truth-seeking mentality skills to juggle many tasks without losing sight of the highest priority or roadmap projects
  • Excellent in identifying process gaps, measuring progress, efficiency and balancing with process overhead and be exceptional at facilitating discussions
  • Proven technical capability and an understanding of technical designs, challenges, and risks
  • Ability to influence, motivate, and align people across a broad variety of job functions through your project/program management skills
  • Basic understanding of IT driven technologies and Architectures
  • Working knowledge of MS Office, Visio, Project Server & Jira Management
  • Ability to articulate and communicate effectively and follow the project management and SDLC lifecycles
  • At least 6 years of experience as an I.T. Project Manager with at least 3 years of experience in Health Care, Managed Care
  • Understanding of I.T. Infrastructure
  • Project Management Professional (PMP) certification

  • Testing is only required to determine if 21 CS (OL-S) communications transport or systems equipment is functional and in good use or if it should be upgraded, replaced, or removed. All testing equipment, process, and procedures for testing will be Government furnished. Engineering support shall provide new techniques, practices, procedures, including suggestions for enhanced testing equipment to the 21 CS (OL-S)
  • Documentation includes current and future communications systems capturing all physical topologies and architecture within either or both the Phoenix Database and Cyberspace Infrastructure Planning System (CIPS) Visualization Component (CVC). The Phoenix Database is a Commercial-off-the-Shelf (COTS) product. The Phoenix Database and CVC tool are repositories of Communications and Information System and Installation Records (CSIRs) used as a communications planning tool. Engineers will be required to obtain access to both systems via Phoenix request Memorandum and Department of Defense DoD Form 2875, System Authorization Access Request (SAAR) that will be provided by the Government
  • Provides problem analysis, technical assessments and identify potential operational impacts to the 21 CS (OL-S) Government personnel
  • Ensures that all designed and developed technical solutions integrate with local, Air Force and DoD architectures
  • Identifies, documents and digitally stores architectural and infrastructure changes as they occur
