The Black Hat Team Lead provides an industry offeror perspective during solicitation reviews, identifying risks and ambiguities that could affect competition or contract performance.

Job Responsibility:

  • Lead industry-focused reviews of draft Federal solicitations
  • Evaluate clarity, competitiveness, and execution feasibility
  • Identify ambiguities or barriers to effective industry response
  • Document findings and recommended improvements
  • Support development of Black Hat review reports

Requirements:

  • Minimum 15 years of experience in Federal contracting or proposal development
  • Prior experience as a capture lead, proposal manager, or industry executive
  • Strong understanding of how industry interprets Federal RFPs
  • Bachelor's degree required
  • Ability to obtain a Public Trust clearance

Nice to have:

  • Advanced degree preferred
  • Experience bidding on DHS, DoD, or USCG contracts
  • Strong written communication skills
