The Human Resources Manager – Plant Operations acts as the primary People & Culture leader for the Viking Way Richmond manufacturing site, with a strong emphasis on labour relations, workforce strategy, employee engagement, and people leadership. The role partners closely with the Plant Manager and site leadership to ensure a compliant, engaged, and high‑performing workforce while supporting both day‑to‑day operations and longer‑term people initiatives.
Job Responsibility:
Lead all labour relations activities for a unionized manufacturing environment
Manage grievances, investigations, and interpretation of CBA language
Serve as primary local lead for collective bargaining preparation, including analysis, scenario planning, and strategy development
Coach managers on CBA application, progressive discipline, workplace conduct, and employee‑relations best practices
Support leaders in grievance meetings and union interactions
Act as a trusted advisor on complex employee‑relations matters, ensuring fair, consistent, and legally compliant outcomes
Manage Short-Term and Long-Term Disability cases, including employee/provider/insurer follow‑up
Manage WSBC cases and related follow‑ups
Support return‑to‑work planning, accommodation processes, and overall attendance management
Serve as primary HR business partner to the Plant Manager and leadership team
Provide strategic and practical HR guidance aligned with operational priorities
Participate as a strategic partner on site initiatives, projects, and change activities impacting people and culture
Provide direct leadership, coaching, and performance management to the HR Technician
Assign and prioritize workload to ensure timely and accurate delivery of HR services
Ensure alignment between site HR, shared services, and corporate HR functions
Provide oversight and direction to centralized HR teams (Talent Acquisition, Payroll, HR File Maintenance)
Serve as senior HR resource for mentoring, onboarding, and facilitating training for HR teams across locations (especially HRIS‑related training)
Partner with Production and site leadership on job postings, internal bids, and workforce movement
Participate in salaried interviews

Oversee onboarding for hourly and salaried employees
Maintain site organizational charts
Lead succession planning, including talent reviews, risk of loss, impact of loss, and readiness assessments
Support managers in establishing employee development opportunities
Accountable for annual performance review process

Ensure all employees have at least two development objectives annually
Coach managers on performance management, feedback, and documentation
Lead employee engagement survey administration and analysis
Partner with leadership to develop and track engagement action plans
Conduct weekly payroll audits to validate accuracy and compliance
Lead annual labour and staffing budget planning
Manage the site training budget
Manage the annual social committee budget
Prepare and present monthly People & Culture business reviews (local, regional, HRM team)
Lead the site Social Committee, supporting engagement initiatives, events, and community activities
Requirements:
Bachelor’s degree in Human Resources, Business Administration, or related field preferred
5+ years of progressive HR experience in a manufacturing environment
Experience working in a unionized setting required
Demonstrated experience leading labour relations, grievance handling, and CBA interpretation
Experience providing HR leadership and coaching to managers and HR team members
CPHR or SHRM‑CP/SHRM‑SCP preferred
Proficiency with HRIS
