We are looking for a dedicated Human Resources (HR) Manager to join a non-profit organization based in Stockton, California. This contract-to-permanent position offers an opportunity to lead and manage various HR functions, including employee relations, payroll administration, benefits coordination, and union contract management. The ideal candidate will bring expertise in HR practices and systems, along with a strong ability to handle complex tasks independently and collaboratively.
Job Responsibility:
Provide guidance to managers and supervisors on employee relations, policy interpretation, and performance management strategies
Conduct investigations into complaints, prepare documentation, and recommend corrective or disciplinary actions
Manage union contract implementation, address grievances, and participate in contract negotiations
Oversee payroll reporting to the CalPERS Retirement System, ensuring accurate updates for salaries, benefits, and employee changes
Analyze benefit programs, recommend improvements, and coordinate open enrollment processes
Maintain and organize employee records, ensuring compliance with retention policies and standards
Develop and implement HR systems for performance appraisals and attendance tracking, offering technical support when needed
Lead recruitment, selection, and onboarding processes, including background checks and interviews
Ensure compliance with personnel policies, labor laws, and union agreements
Plan and facilitate training programs to support employee development and organizational goals
Requirements:
Minimum of 5 years of experience in Human Resources management
Strong knowledge of employee relations and current labor laws
Proven experience managing labor relations in a unionized environment
Proficiency in HRIS and payroll systems, especially in union payroll processing
Familiarity with benefits administration, including health, retirement, and pre-tax plans
Ability to analyze and recommend HR policy improvements and system enhancements
Certification in Human Resources or equivalent credential focused on attention to detail preferred
Exceptional organizational and communication skills with a focus on detail and accuracy
