We are seeking a strategic and hands-on Human Resources Manager to lead all HR functions for our Sacramento-based organization. The ideal candidate will serve as a trusted advisor to leadership, drive talent acquisition and retention, foster a positive and inclusive workplace culture, and ensure full compliance with federal, state (California), and local employment laws. This role oversees the full employee lifecycle while aligning HR initiatives with overall business goals in a dynamic Northern California environment.
Job Responsibility:
Strategic HR Leadership: Partner with senior leadership to develop and execute HR strategies, including workforce planning, succession planning, and talent development that support organizational objectives
Talent Acquisition & Onboarding: Lead full-cycle recruitment efforts, including job postings, candidate sourcing, interviewing, selection, and onboarding processes to attract and retain top talent in the competitive Sacramento job market
Employee Relations: Serve as a primary point of contact for employee concerns, mediate conflicts, conduct investigations, and provide guidance on performance management, disciplinary actions, and terminations in accordance with company policy and California law
Compliance & Risk Management: Ensure compliance with all applicable laws and regulations, including FLSA, FMLA/CFRA, ADA, EEO, California Labor Code, Cal/OSHA, PAGA, and other state-specific requirements. Maintain and update HR policies, procedures, and employee handbooks
Compensation & Benefits: Oversee benefits administration (health, retirement, wellness), analyze compensation trends, and recommend competitive pay structures. Manage annual open enrollment and benefits vendor relationships
Performance Management & Training: Design and implement performance review processes, employee development programs, and training initiatives to enhance skills, engagement, and productivity
HR Operations: Manage HRIS systems, maintain accurate employee records, handle payroll coordination (if applicable), and oversee offboarding processes
Culture & Engagement: Promote a positive, diverse, and inclusive workplace culture through employee engagement initiatives, recognition programs, and DEI efforts
Reporting & Analytics: Track HR metrics (turnover, time-to-hire, engagement scores) and provide data-driven insights and reports to leadership
Additional Duties: Handle special projects as assigned and stay current on HR trends, best practices, and legislative changes affecting California employers
Requirements:
Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field
Minimum 5+ years of progressive HR experience, with at least 2–3 years in a managerial or leadership role
Experience in Sacramento or California-based organizations is a strong plus
PHR, SPHR, SHRM-CP, or SHRM-SCP preferred
Deep understanding of California employment laws and regulations
Strong knowledge of HR best practices across recruitment, employee relations, benefits, and compliance
