We are looking for an experienced Human Resources (HR) Manager to support a growing organization in Stockton, California. This Contract to permanent position will lead key HR operations with a strong focus on employee relations, union collaboration, payroll administration, benefits oversight, and policy guidance. The role requires sound judgment, a hands-on approach to resolving workplace matters, and the ability to manage multiple HR programs while partnering closely with leaders across the organization.
Job Responsibility:
Advise supervisors and department leaders on employee relations matters, workplace policies, coaching strategies, and appropriate documentation for performance concerns
Conduct workplace reviews and investigations, prepare findings, and recommend corrective actions or disciplinary steps when needed
Administer labor relations activities in a union setting, including grievance handling, contract interpretation, and support during collective bargaining efforts
Oversee payroll-related HR processes, including reporting and maintaining accurate employee status changes such as new employee additions, separations, compensation updates, and retirements
Manage health and welfare programs by coordinating enrollments, vendor communication, billing reviews, audits, and annual open enrollment activities
Evaluate benefits offerings and survey data to identify improvements that align with compliance standards, cost considerations, and market trends
Maintain organized personnel records and strengthen document retention practices to ensure secure, accurate, and compliant file management
Lead recruitment and onboarding activities, including job posting coordination, interview scheduling, background screening, and new employee orientation
Support the administration and improvement of HR systems such as attendance tracking and performance management tools, while troubleshooting issues for staff and managers
Coordinate employee training initiatives and contribute to special HR projects that support organizational goals
Requirements:
At least 5 years of progressive human resources experience, including leadership responsibility in a broad HR management role
Demonstrated background in employee and labor relations, with hands-on experience working in a unionized environment
Working knowledge of California and federal employment laws, HR compliance practices, and disciplinary procedures
Experience administering payroll, benefits, leave processes, and HRIS platforms with a high degree of accuracy
Familiarity with union payroll considerations, union contract administration, and related employee recordkeeping
Ability to manage confidential information, conduct investigations, and exercise independent judgment in complex situations
Proficiency with HR technology and human resources software, including systems used for payroll, employee data, and workflow administration
