We are looking for an experienced Human Resources (HR) Manager to oversee payroll operations for a large construction workforce in Long Beach, California. This role is responsible for ensuring timely, accurate compensation practices for both union and non-union employees while maintaining compliance with applicable labor laws, tax regulations, and collective bargaining obligations. The ideal candidate brings strong human resources leadership, deep knowledge of multi-state payroll requirements, and the ability to support reporting, audits, and team development in a fast-paced environment.
Job Responsibility
Direct end-to-end payroll administration for more than 1,000 employees, ensuring each pay cycle is completed accurately and on schedule
Oversee weekly and biweekly payroll processing, including earnings calculations, deductions, garnishments, tax withholding, and pay distribution
Monitor compliance with federal and state payroll laws, wage and hour requirements, prevailing wage rules, and union contract provisions
Reconcile payroll tax balances and coordinate timely remittance activities across multiple states
Prepare quarterly and annual payroll filings, including year-end wage statements and related tax documentation
Assemble payroll records, reports, and supporting materials for internal reviews, external audits, workers’ compensation examinations, and union-related requests
Lead and develop payroll staff by setting priorities, strengthening internal controls, and providing coaching on technical processes and performance expectations
Partner with internal teams to resolve payroll discrepancies, analyze complex issues, and improve process accuracy and efficiency
Support payroll reporting and administration within Dayforce and contribute to payroll integration activities when needed
Requirements
Minimum of 7 years of payroll experience, including at least 5 years in a supervisory or management role
High school diploma or equivalent required
bachelor’s degree in business administration or a related field preferred
Strong background in multi-state payroll, construction industry payroll practices, and both union and non-union compensation environments
Hands-on experience with Dayforce (Ceridian) for payroll processing, reporting, and administration
In-depth knowledge of payroll tax laws, accounting fundamentals, certified payroll, prevailing wage requirements, collective bargaining agreements, and garnishment procedures
Advanced proficiency in Microsoft Office and Microsoft 365, with expert-level Excel skills
Demonstrated ability to lead teams, solve complex payroll issues, and manage multiple priorities under tight deadlines
Excellent attention to detail, numerical accuracy, communication skills, and ability to build effective working relationships
