We are looking for an experienced Payroll & Human Resources (HR) Manager to support a public sector organization in Portland, Oregon. This Long-term Contract position will lead day-to-day HR operations, with a strong focus on employee relations, payroll coordination, benefits administration, and HR systems support. The ideal candidate brings a well-rounded background in human resources management, experience working within public sector, and hands-on knowledge of Workday ERP in a complex organizational setting.
Job Responsibility:
Oversee core human resources activities across the employee lifecycle, including onboarding, policy guidance, records management, and day-to-day staff support
Manage employee relations matters by addressing workplace concerns, advising leaders on HR practices, and helping resolve sensitive personnel issues
Administer payroll-related processes in partnership with internal stakeholders to help ensure timely and accurate compensation practices
Support benefits administration by assisting with enrollments, changes, employee questions, and coordination with applicable vendors or internal teams
Maintain and update HR information within Workday and other HR systems to promote data accuracy, reporting integrity, and process efficiency
Partner with managers and department leadership to provide HR expertise aligned with the needs of a public sector environment
Guide onboarding activities for new hires to create a smooth transition into the organization and ensure completion of required documentation
Contribute to HR process improvements, including system-related updates or workflow changes, when needed to support operational effectiveness
Requirements:
Demonstrated experience managing a broad range of human resources functions, including employee relations, administration, benefits, and payroll support
Prior work experience in a public sector setting with an understanding of the operational and organizational needs common to that environment
Hands-on experience using Workday for HR transactions, employee data management, and related reporting or system activities
Strong working knowledge of HR policies, employment practices, and employee support processes
Ability to handle confidential information with sound judgment, professionalism, and discretion
Effective communication and interpersonal skills, with the ability to build trust across multiple levels of an organization
Experience supporting onboarding and HRIS processes in a detail-oriented and organized manner
