Job Description

We are looking for an experienced Human Resources and Payroll Manager to lead core people operations and payroll administration for a growing workforce in Ontario, California. This position combines strategic HR leadership with hands-on oversight of multi-state payroll, compliance, employee relations, and benefits administration. The ideal candidate brings strong knowledge of California employment regulations, experience supporting hourly employee populations, and the ability to strengthen HR processes in a fast-paced environment.

Job Responsibility

  • Direct day-to-day human resources operations, including employee relations, policy administration, onboarding, and support for managers and staff
  • Oversee end-to-end payroll processing for a multi-state employee population, ensuring accurate and timely wage payments, deductions, and recordkeeping
  • Maintain compliance with California labor laws, wage and hour requirements, and workplace safety standards, while supporting adherence across additional states
  • Administer employee benefit programs such as health coverage, retirement plans, and related leave or enrollment processes
  • Manage HRIS and payroll platforms, including system optimization, reporting, data accuracy, and implementation-related activities when needed
  • Partner with leadership to address workforce issues, resolve employee concerns, and promote consistent application of company policies
  • Prepare and review HR and payroll reports, audits, and documentation to support operational decisions and regulatory compliance
  • Help strengthen hiring, onboarding, and employee lifecycle processes for a workforce that includes both hourly and salaried team members

Requirements

  • At least 5 years of experience in human resources, payroll leadership, or a combined HR/payroll management role
  • Minimum of 2 years of hands-on HR experience within California, with strong knowledge of state employment regulations
  • Proven ability to manage payroll across multiple states, with experience supporting California and other jurisdictions
  • Background processing payroll for a mid-sized workforce of 250 or more employees, including hourly or blended employee groups
  • Working knowledge of benefits administration, including medical plans, retirement programs, and related employee support activities
  • Experience using HRIS or payroll systems such as Paycom or comparable platforms
  • Bilingual Spanish skills are preferred to support communication with a primarily Spanish-speaking employee population
  • Bachelor’s degree in Human Resources, Business Administration, or a related field is preferred
