The main purpose of the HSSE Officer is to support the Project team in ensuring that all activities are carried out safely, securely, and with minimal environmental impact. The HSSE Officer works closely with Project Management and site teams to support safe, secure, and responsible project delivery.
Job Responsibility:
Develop, review and support implementation of the Project HSSE Plan, policies, procedures, reports and records
Monitor and supervise EPCC and its subcontractors' site activities to ensure compliance with HSSE requirements
Conduct site inspections, hazard identification and risk assessments
Monitor contractor compliance with approved Risk Assessments, Method Statements, and control measures and support implementation of Permit-to-Work, toolbox talks, and safe work practices
Ensure smooth coordination in joint site walks, HSSE meetings, and HSSE-Related coordination meetings
Escalate serious non-compliances and unsafe practices to Project Management and HSE APAC Region
Conduct HSSE onboarding & induction for staff and visitors
Ensure EPCC are conducting their internal induction to all workers, staffs and visitors
Ensure project team & task owner deliver toolbox talks/pre-task talk
Lead safety briefings, and HSSE campaigns at project level
Support initiatives such as Safety Week, Safety Stand-Downs, and worker engagement activities
Co-lead the investigation of HSSE incidents, near-misses, and unsafe conditions
Submit & Ensure the completeness of incident reports including root cause analysis and corrective actions
Track closure of corrective and preventive actions including non-compliance items
Support sharing of lessons learned to prevent recurrence
Ensure compliance with:RA 11058 and DOLE Department Order 198-18 (OSH Law),Other applicable DOLE OSH requirements
Support compliance with DENR / EMB / ECC environmental conditions
Maintaining HSSE records, registers, and documentation
Ensure proper submission of CHSP to DOLE within timeline
Support site readiness during inspections by authorities, clients, or lenders
Support the site Pollution Control Officer (PCO) in ensuring compliance with DENR, ECC and EMB requirements
Assist in monitoring implementation of the Environmental Management Plan (EMP)as a project team
Support monitoring of: Waste segregation and disposal, Spill prevention and Emergency response, Dust, noise, and water pollution controls, Housekeeping and environmental protection measures
Guide and support implementation of site security arrangements in coordination with Project Manager and contractors
Review and monitor access control, visitor management, and site perimeter controls made by EPCC
Report and escalate security incidents, threats, suspicious behavior, or community-related concerns
Promote personal security awareness and situational vigilance among workers and staff
Support emergency response for security-related incidents when required
Develop, Review and Guide implementation of the Emergency Response Plan (ERP)
Participate in emergency drills and preparedness exercises held by EPCC
Assist in ensuring emergency equipment and facilities are available and functional
Support coordination during emergencies and incidents on site
Conduct regular HSSE site inspections and walkthroughs
Identify and record unsafe acts and unsafe conditions and recommend corrective actions
Monitor closure of action items
Support internal, client, lender, and authority audits
Promote proactive HSSE culture on site encourage reporting of near-misses and unsafe acts/conditions
Share lessons learned and best practices
Support continuous improvement of project HSSE performance
Submit weekly/monthly report to HSE APAC
Requirements:
Bachelor's or Master's Degree preferably in Legal Management, Law or related field
1-3 years experience in corporate secretarial work
Familiarity with SEC and other government transactions
Familiarity with the Revised Corporation Code
Prior knowledge or experience in drafting Minutes of the Meeting, Letters or Memoranda
Ability to liaise with other departments and JV partners
Preferably prior experience working with Board of Directors
Proficient in MS Word, Excel, PPT, Sharepoint
Understanding of construction, electrical and site safety risks
Problem solving skill is required
Strong communication and interpersonal skills, confident to engage with contractors, proactive, and can work with minimal supervision
