Requirements

Knowledge and familiarity with HSE recognized standards (i.e. ISO 45001, SSC, OSHA.)
Knowledge of local Health and Safety Legislation and Safety regulation
Familiarity with Risk Assessment and Risk Control Measures approach to the operation.
High Computer skills and capacity to use fluently the main informatic tools.
German and English fluent capability in writing and speaking.
At least 5 years of experience as HSE Field Engineer or supervisor in industrial construction works, preferred Oil & Gas.
Appreciated high level qualification in the HSE management (e.g. Nebosh, SiFa, etc.)
Appreciated degree in engineering or technical discipline.
Adapted to work in diverse and multicultural environment.
Able to work under time and target pressure.

Job Responsibility

Identify Project HSE training needs
Develop, organise and coordinate appropriate mandatory HSE training courses for all employees and subcontractors
Deliver on site and classroom based HSE trainings
Ensure that training material is available for all training events
Lead and coordinate training and emergency drill mock and fire prevention/fighting activities
Continuously update training materials for existing courses and manage the development of new material when necessary, including working with subject matter experts and other trainers
Apply changes to the HSE training process and procedures in accordance to the Continuous Improvement approach
Ensure the training meets company and client requirements, local legislation, and industry best practice
Regularly evaluate the effectiveness of HSE training and develops appropriate training solutions/changes to ensure a high level of quality and competency
Ensure consistency of HSE training activities & documentation across all disciplines

University degree or diploma in relevant discipline or equivalent
Candidate must possess a valid CIDB Green Card
Preferably with experience working on Petronas projects in Pengerang, Johor
A minimum of 10-12 years of relevant experience

Job Responsibility

Develop a typical “HSE Training Matrix” according to Contractor standard and updated the matrix for each site including mandatory and optional courses for different job groups/risk activities, as per local legislation and Client requirements
Promote HSE culture in developing and providing HSE leadership course and awareness training/workshop for Contractors, Subcontractors and Site Resources
Prepare and elaborate the adequate HSE training delivers, materials, schedule as per the Project “HSE Training Matrix” and for HSE leadership for managers
Coordinate and coach the site HSE trainers in delivering the HSE Induction for Contractors and Subcontractors workforce
Coordinate and coach the site HSE trainers in delivering theoretical and practical specific HSE training for Contractors and Subcontractors workforce as per Project “HSE Training Matrix” with the support of Subcontractors trainers
Verify that at site level a “HSE Training register” is properly filled and updated after completion of training courses, recording attendance sheet and results of competency tests
Monitor that the training performance record are update and report regularly to the respective Site HSE Manager and to the Home Office
Verify the HSE section of the construction monthly progress report and other periodical report related to training information and KPI, monitoring compliance with the target identified
