Professional HSE qualification at Diploma / Degree level minimum
Knowledge of the HSE culture tools and programs
Highly proficient in spoken and written English
Spoken and written Arabic is a plus

Job Responsibility

Monitoring / supervising contractors’ activities during constructions
Advise and assist the Company Site Team on daily basis management
Assist Company Site team and Contractors in the implementation of risk analysis, incidents management, permit to work process, and industrial hygiene implementation
Promote HSE culture on site safety talks and deployment of HSE tools
Ensure similar programs and tools to be deployed by the Contractors on their own worksites
Support Environmental Studies on site with appropriate risk assessments and Permit to Work system
Assist the Site Medical Doctor to implement the Company Health Plan, Medical fitness procedure, MEDEVAC procedure, participate to audit and inspection of camp facilities
Supervise Contractors activities and ensure they are carried in compliance with the HSE plans, HSE bridging documents, Risk Assessments during contract execution
Participate to the HSE induction/orientation
Assist the HSE Superintendent and Package HSE Lead to set up, test, and continually update the Emergency plans

Undertake duties as directed by the City HSE Lead
Ensure the Project Safety Plan is maintained and adopted on site
Undertake regular review of HSE performance in the project and work with site team to ensure that HSE standards are communicated and followed on site
Conduct regular HSE inspections at site and circulate the report. Recommend for improvements and provide corrective actions for implementations. Follow-up on timely closure of Inspection points
Compile and submit monthly HSE Report at the end of each month to the Project Lead and keep track on all HSE statistical data
Establish and communicate site emergency plan and procedures and to carry out review and update in regular intervals
Maintain & assist site team for development of project HS risk assessment. To establish the level of controls before work commences
Monitor that all visitors to the project have signed the site attendance / visitors register and are escorted at all times unless they have been formally inducted
Ensure any hazard / complain raised related to HSE is properly investigated, rectified and closed and recorded on Hazard Report Log
Maintain & monitor the inspection & test plan of all plant & equipment’s on site

Bachelor’s Degree preferably in Engineering or Science from a reputed University
Minimum 10 years’ experience in HSE in construction, fabrication, installation and/or commissioning projects / operations in the oil & gas or petrochemical industries
Relevant experience in 3 major EPC projects

Job Responsibility

Ensure that the “Permit to Work (PTW) Procedure” is followed, permits are distributed, opened and closed according to procedural requirements, ensuring that permits are correctly completed by the Issuing Authority and the Performing Authority, and finally archived
The WPC will be holder of the PTW Register. All Permits shall be registered daily before allowed their validity
When a PTW is closed or suspended the WPC must update the PTW Register accordingly
To perform the Job Hazardous Analysis (JHA) and participate to the Job Safety Analysis (JSA)
Verify the adequacy and application of the Site HSE Plan and all related procedures, to the preparing any revisions
To update the HSE documentation during all the construction phases when deemed necessary
