Job Description

The HR & Staffing Specialist at the Walter E. Washington Convention Center is responsible for supporting all aspects of recruitment, onboarding, workforce planning, and employee lifecycle administration for a large, event-driven workforce. This role ensures timely staffing to meet operational demands, maintains compliance with labor laws and union agreements, and partners closely with Operations, HR leadership, and hiring managers. The HR & Staffing Specialist will also work closely with the HR Supervisor and recieve guidance from the HR manager in liasion to managers and employees regarding staffing processes, onboarding requirements, and workforce policies.

Job Responsibility

  • Manage full-cycle recruitment for hourly and event-based roles in a high-volume environment
  • Coordinate job postings, candidate sourcing, screening, and interview scheduling
  • Partner with hiring managers to understand staffing needs and ensure timely fulfillment
  • Maintain candidate pipelines to support fluctuating event demands
  • Facilitate onboarding for all new hires, including orientation and pre-employment requirements
  • Ensure completion and compliance of all hiring documentation (I-9, tax forms, union paperwork, etc.)
  • Coordinate start dates and ensure employees are job-ready prior to assignment
  • Serve as primary point of contact for new hires during onboarding process
  • Collaborate with Operations and Scheduling teams to align staffing levels with business needs
  • Assist in managing employee availability, classifications, and staffing lists (A-list, B-list, on-call, etc.)
  • Support tracking of employee status changes, including transfers, promotions, and separations
  • Maintain accurate employee records in HRIS systems
  • Track hiring metrics, staffing levels, turnover, and onboarding completion rates
  • Prepare staffing reports and dashboards for HR and Operations leadership
  • Ensure data integrity across all staffing and HR systems
  • Ensure compliance with federal, state, and local employment laws
  • Support adherence to collective bargaining agreement (CBA) provisions related to hiring, seniority, and scheduling
  • Maintain confidentiality of employee records and sensitive information
  • Assist HR leadership with investigations, documentation, and employee relations matters as needed
  • Partner with HR, Payroll, and Operations teams to ensure seamless workforce management
  • Provide guidance to managers on staffing processes, hiring practices, and onboarding procedures
  • Communicate effectively with union representatives when required regarding staffing matters
  • Assist with large-scale hiring events and workforce ramp-ups
  • Support audit readiness by ensuring all employee records are complete and compliant
  • Help streamline staffing workflows and improve efficiency in hiring processes
  • Promote a culture of professionalism, accountability, and responsiveness
  • Provide excellent candidate and employee experience throughout the hiring lifecycle

Requirements

  • Minimum 1–3 years of HR, staffing, or recruiting experience, preferably in a high-volume or unionized environment, and or Big Box retailer
  • Associates degree, Bachelors degree in a similar field preferred
  • Knowledge of employment laws and labor relations practices, and Federal Labor Law requirements and Employment verification for I-9 requirements
  • Experience working with HRIS systems and scheduling platforms (KRONOS/ABI or similar preferred)
  • Strong proficiency in Microsoft Office Suite (Word and Excel required)
  • Ability to manage multiple priorities in a fast-paced, event-driven environment
  • Strong organizational, analytical, and problem-solving skills
  • Excellent interpersonal and communication skills
  • Ability to maintain confidentiality and handle sensitive information
