A rapidly growing healthcare services organization in Oceanside is seeking an experienced HR Manager to lead and oversee all human resources functions. This role is both strategic and hands-on, supporting a diverse workforce while ensuring compliance with California employment laws and healthcare regulations. The HR Manager will serve as a trusted advisor to leadership and a resource for employees across multiple departments.

Job Responsibility

  • Lead all HR operations including recruitment, employee relations, compliance, and benefits administration
  • Develop, implement, and maintain HR policies and procedures
  • Ensure compliance with federal, state, and local employment laws
  • Manage employee relations issues, investigations, and corrective actions
  • Oversee performance management, training, and employee development programs
  • Partner with leadership on workforce planning and organizational growth
  • Manage HR reporting, audits, and documentation
  • Support benefits administration and open enrollment processes

Requirements

  • Bachelor’s degree in Human Resources, Business, or related field
  • 7+ years of progressive HR experience, including management
  • Strong knowledge of California labor laws and compliance requirements
  • Healthcare or regulated-industry experience preferred
  • Proven leadership, coaching, and conflict-resolution skills
  • SHRM, PHR, or similar certification preferred
