The P&C Governance Specialist is responsible for establishing, maintaining, and continuously enhancing P&C governance frameworks. Serving as a trusted advisor to VP, Shared Services and P&C stakeholders, this role effectively translates regulatory requirements and internal policies into practical and scalable HR practices.
Job Responsibility:
Develop, implement, and maintain HR governance frameworks, policies, standards, and controls to promote consistency, compliance, and effective risk management
Ensure compliance with employment legislation, and internal policies across all relevant jurisdictions
actively monitor legislative developments and evaluate their impact on HR practices
Oversee the entire HR policy lifecycle—including development, review, approval, communication, and ongoing maintenance—in collaboration with Legal, Risk, and related teams
Identify, evaluate, and mitigate HR-related risks such as employee relations, data privacy, pay equity, and workforce practices
establish and monitor governance controls and performance metrics
Direct audits, reviews, and remediation activities pertaining to HR governance, as required
Serve as a subject matter expert and advisor to HR Business Partners, Centres of Excellence, offering guidance on complex and sensitive HR issues
Integrate governance principles into HR programs, processes, and technology implementations to facilitate effective change management
Prepare governance reports, dashboards, and documentation for leadership and audit purposes

Requirements:
Bachelor’s degree in Human Resources, Business, Law, or a related field, or equivalent experience is ideal
5+ years of progressive HR experience, with demonstrated focus on governance, compliance, risk, policy, or employee relations
Strong working knowledge of provincial employment legislation and HR best practices
Proven experience developing, implementing, and maintaining HR policies, controls, and governance frameworks
Experience partnering with Legal, Compliance, Privacy, Audit, and Risk teams
Ability to assess risk, interpret regulations, and translate requirements into practical HR solutions
Excellent written, verbal, and stakeholder communication skills, including the ability to influence without authority
High attention to detail with strong judgment, discretion, and problem-solving skills
Experience supporting audits, investigations, or regulatory reviews
