The HR Director provides leadership for human resources policies, programs, and initiatives, ensuring compliance with HUD requirements and all applicable federal, state, and local employment laws. Work involves setting HR strategy, advising executive leadership, and overseeing employee relations, labor relations, compensation, benefits, training, and HR systems. All activities must support mission, strategic goals, and objectives.
Job Responsibility:
Assumes overall responsibility for the Authority’s human resources programs, services, and activities, including employee relations, labor relations, compensation, benefits, training, and HR systems
Manages the administration of Agency human resources policies and programs in compliance with HUD regulations and applicable federal, state, and local employment laws
Serves as advisor to executive leadership and department heads on workforce planning, organizational effectiveness, change management, and employee relations matters
Oversees employee and labor relations activities, including performance management, discipline, grievances, and interpretation of collective bargaining agreements, as applicable
Provides oversight of compensation programs, job classification, salary administration, and compensation studies to ensure internal equity, market alignment, and regulatory compliance
Oversees employee benefits and total rewards programs, ensuring compliance with applicable laws and effective communication to employees
Requirements:
Bachelor’s degree in human resources, public administration, business administration, or a related field required
Master’s degree preferred
Minimum of seven (7) years of progressively responsible experience in senior-level human resources leadership
Preferably within a public sector or housing authority environment
An equivalent combination of education and experience may be considered
