As an HR Business Partner at NTS Singapore, you play a pivotal role in driving strategic and operational HR initiatives across the organization. You will partner closely with management and business functions to strengthen organizational capabilities, enhance employee experience, and support the company’s continued growth in a high-tech manufacturing environment. You will lead and manage a full spectrum of HR functions including recruitment, performance management, learning & development, compensation & benefits support, and employee relations.
Job Responsibility:
Oversee and manage end-to-end HR functions such as recruitment, employee relations, performance management, compensation matters, LMS administration, and benefits management
Partner with the management team to execute key HR initiatives, projects, and organizational development activities across functions
Understand business needs and implement effective HR plans to bridge capability gaps and support operational excellence
Manage employee relations matters, including grievances, inquiries, feedback sessions, and follow-up actions
Collaborate with business functions on Learning & Development, Talent Review, and C&B support
Assess training needs through surveys and evaluations, and support structured OJT programs to strengthen workforce capability
Manage the Learning Management System (LMS), ensuring data accuracy, training administration, grant submissions, and vendor sourcing
Support performance management cycles, including goal setting, evaluations, and salary review processes
develop performance metrics and evaluation tools
Conduct talent review sessions, drive succession planning, and oversee performance improvement and career development initiatives
Prepare HR data analyses, reports, and metrics for informed decision-making
Liaise with government agencies (MOM, EDB, e2i, etc.) on HR matters and programs
Support additional HR initiatives and projects as assigned
Requirements:
Minimum 5 years of experience in a similar HR role, ideally within a high-tech manufacturing and/or semiconductor environment
Proven experience managing large workforce populations within an MNC environment
Strong understanding of employment frameworks, HR policies, and Singapore employment legislation
Experience in talent management, talent review methodology, and HR planning/execution
Strong analytical and problem-solving skills
experienced in HR data reporting and analytics
Ability to collaborate effectively across diverse teams and build strong working relationships at all levels
Proficiency in Microsoft Office (including Excel and Pivot tables) and HRIS platforms
High compliance mindset and strong attention to detail
Diploma/Bachelor’s degree in Human Resources, Business Administration, or related field
