Job Description

We’re looking for a proactive and customer-focused Housing Officer to join our team in Gloucestershire. You’ll be responsible for managing a designated patch of council-owned properties, delivering a high-quality housing management service that supports tenants and communities. This is a varied and rewarding role where you’ll balance tenancy management, rent collection, estate inspections, and community engagement—making a real difference to people’s lives.

Job Responsibility

  • Manage a portfolio of council properties, ensuring homes are occupied appropriately and investigating non-occupation or tenancy breaches
  • Support tenants to sustain their tenancies, ensuring they understand their rights and responsibilities
  • Manage rent accounts, prevent arrears, and agree realistic repayment plans
  • Take action on tenancy breaches, including anti-social behaviour and tenancy fraud
  • Carry out tenancy inspections, property visits, and fire risk assessments
  • Work closely with internal teams and external agencies to support vulnerable tenants
  • Maintain estate standards and contribute to neighbourhood improvements
  • Engage with local communities through events and tenant involvement initiatives

Requirements

  • Experience in housing management, tenancy enforcement, or income recovery
  • Knowledge of key housing legislation (e.g. Housing Act, Landlord & Tenant law)
  • Strong communication and negotiation skills
  • Ability to handle challenging situations with professionalism and empathy
  • A proactive, problem-solving approach with good organisational skills

Nice to have

Experience working in a local authority or housing association (desirable)

  • Deliver a comprehensive voids and lettings service across your neighbourhood
  • Encourage resident involvement with the tenants in your neighbourhood
  • Be responsible for managing a portfolio of tenancies, working within agreed policies and procedures and utilising all appropriate and available tools to manage tenancies effectively
  • Lead on delivering a programme of neighbourhood, estate and patch/property inspections to ensure they are well maintained and managed, present a safe and secure environment for customers and visitors
  • Identify and report any safeguarding issues in line with our Safeguarding policies
  • Investigating all types of Anti-Social Behaviour cases to satisfactory conclusion
  • Deliver services that meet legislation and regulatory requirements and reflect best practice and deliver excellent customer service at all times
