Job Description:

The position offers significant field experience, exposure to diverse stakeholders, and the chance to make a tangible difference in the lives of vulnerable rural farmers. This position operates within a dynamic project environment focused on revitalizing agriculture and building climate resilience in Southern Iraq. The role is crucial for ensuring the health, safety, social, and environmental aspects of the project are managed effectively, contributing to the well-being of workers and the sustainability of the project's impact. Regular travel to project sites in Muthanna, Qadisiya, Missan, and Thi Qar is required to monitor and support HSSE implementation.
Job Responsibility:
Facilitate compliance with UNOPS HSSE systems, Social and Environmental Safeguards Framework, IFAD SECAP guidelines and AF procedures
Monitor the implementation of ESMPs to mitigate project risks
Foster a health and safety culture in accordance with UNOPS health and safety management systems
Implement and monitor the grievance redress mechanism
Ensure effective stakeholder consultation and engagement
Develop and implement a comprehensive HSSE management system
Assess the soundness and validity of HSSE plans and procedures developed by contractors and project teams
Conduct regular site inspections and audits to monitor compliance with HSSE requirements
Analyze incident reports and propose corrective and preventive actions
Prepare detailed reports, analyses, and presentations on HSSE performance, trends, and recommendations
Apply conceptual models and policy frameworks to assess the social and environmental impacts of project activities
Analyze stakeholder concerns and synthesize mitigation measures
Adapt community engagement strategies
Contribute substantive comments and modifications to social and environmental impact assessments (SEIAs) and management plans
Persuade or influence colleagues and contractors on the importance of social safeguards and community engagement
Receive, acknowledge, and log grievances and complaints
Analyze training needs and synthesize training programs
Develop and deliver HSSE training sessions
Judge the effectiveness of training programs and propose improvements
Mentor junior staff and provide technical guidance on HSSE matters
Analyze potential emergency scenarios and synthesize emergency response plans
Develop and implement emergency drills and exercises
Adapt emergency response procedures
Coordinate with local authorities and emergency services
Requirements:
Min 2 years work experience
Experience in HSSE management system implementation and monitoring
Experience in stakeholder engagement and social safeguards
Experience in capacity building and training
Experience in emergency preparedness and response
Knowledge of UNOPS Health, Safety, Social and Environmental (HSSE) systems, Social and Environmental Safeguards Framework, IFAD SECAP guidelines and AF procedures
Knowledge of international standards (e.g., ISO 14001, ISO 45001)
Ability to analyze project activities and synthesize HSSE requirements
Ability to conduct site inspections and audits
Ability to analyze incident reports and propose corrective actions
Ability to prepare detailed reports, analyses, and presentations
Ability to assess social and environmental impacts
Ability to analyze stakeholder concerns and synthesize mitigation measures
