The Head Start Recruiter is responsible for full-cycle recruitment of Head Start program staff, specifically Case Managers and Family Services Representatives. This role develops and executes targeted sourcing strategies to attract qualified candidates with experience in family services, case management, and early childhood program support within a nonprofit environment. The Recruiter ensures hiring practices align with Head Start Program Performance Standards (HSPPS), organizational policies, and all applicable federal and state employment regulations. The position partners closely with program leadership to maintain appropriate staffing levels to support compliance, service delivery, and family engagement outcomes.
Job Responsibility:
Develop and implement recruitment strategies to source qualified Case Managers and Family Services Representatives
Utilize job boards, professional networks, community partnerships, LinkedIn, and nonprofit workforce pipelines to identify candidates
Build talent pipelines for high-volume or recurring positions within Head Start programs
Conduct proactive outreach to social work, human services, and early childhood professionals
Conduct initial candidate screenings to assess qualifications, experience with low-income families, and alignment with Head Start service models
Coordinate and participate in structured interviews with hiring managers
Evaluate candidates for competencies in case management, documentation, family engagement, and regulatory compliance
Present qualified candidate summaries to program leadership
Ensure hiring practices align with Head Start Performance Standards and federal requirements
Verify education, credentials, and relevant certifications (e.g., social services, ECE, human services)
Coordinate background clearances, Live Scan fingerprinting, and reference checks in accordance with federal and state guidelines
Maintain accurate recruitment documentation for audit and monitoring purposes
Partner with Program Directors and Family Services leadership to forecast staffing needs
Monitor recruitment metrics including time-to-fill, candidate quality, and retention trends
Provide hiring updates and workforce reports to leadership
Support onboarding processes to ensure smooth transition into program roles
Requirements:
Bachelor’s degree in Human Resources, Business Administration, Social Work, or related field preferred
Equivalent professional recruiting experience may substitute for formal education
2+ years of experience in full-cycle recruiting, preferably within nonprofit, education, or social services sectors
Experience recruiting case management or family services roles strongly preferred
Familiarity with federally funded programs (Head Start, Early Head Start, or similar) is highly desirable
Strong understanding of behavioral interviewing techniques
Knowledge of employment laws and nonprofit hiring compliance
Ability to assess candidates for mission alignment and cultural competence
Experience with Applicant Tracking Systems (ATS)
Excellent communication and stakeholder management skills
