This is a senior leadership opportunity for an experienced HR professional ready to shape strategy, influence culture, and drive meaningful impact across a values-led organization. As Head of People at Horizon Care & Education, you will lead the delivery of a high-quality, values-led HR Business Partnering service across the organization. Reporting to the Director of People and Culture, you will play a pivotal role in driving a positive, transparent and safe culture aligned with our values of compassion, integrity, respect and excellence. This is a highly visible role requiring strong leadership, sound judgement and the ability to balance strategic thinking with operational excellence.
Job Responsibility:
Lead and evolve the HR Business Partnering model across the organization
Oversee the ER function to ensure consistent, high-quality advice
Develop and deliver people plans aligned to strategic priorities
Provide expert guidance on complex ER matters
Ensure policies and practices reflect current UK legislation
Foster a culture where employees feel safe to raise concerns
Develop and execute the employee engagement strategy
Embed a culture of transparency, safety and continuous improvement
Use feedback and engagement data to drive action
Champion inclusive practices across hiring, development and leadership
Monitor and report on ED&I progress
Embed equity and belonging across the organization
Support the development of leadership pipelines
Drive manager upskilling initiatives
Provide coaching and development to leaders
Lead HR reporting and dashboard development
Drive a competitive and transparent reward strategy
Ensure benefits reflect workforce needs and organizational values
Requirements:
CIPD Level 7 qualification
Proven senior HR leadership experience, ideally within care, education, or a similarly complex, multi-site environment
Strong employee relations expertise, with experience managing complex ER cases and building manager capability
A demonstrable track record in Employee Engagement and ED&I strategy delivery
In-depth knowledge of UK employment law and experience ensuring legal compliance across a diverse workforce
Strong data and MI capability, with experience using HR metrics and dashboards to drive decision-making
Experience shaping and embedding organizational culture aligned to core values
Excellent communication and influencing skills at senior leadership level
