Requirements:

  • Overall in-charge of all docking, undocking, shifting, and berthing operations of naval and commercial vessels
  • Plan and approve docking blocks arrangement, keel blocks, side blocks, and docking calculations
  • Ensure safe execution of docking operations in line with dock capacity, tidal conditions, and approved procedures
  • Supervise operation of dry docks, wet berths, quay walls, and marine facilities
  • Approve marine operation plans, risk assessments, and method statements
  • Ensure compliance with applicable maritime laws, port regulations, dock safety rules, and statutory requirements
  • Act as the responsible authority for marine safety, emergency response, oil spill control, and accident investigation
  • Liaise with Port Authorities, Coast Guard, Navy, Class, and statutory bodies
  • Ensure readiness of dock equipment such as pumps, capstans, winches, bollards, and emergency systems
  • Coordinate with Ship Repair, Shipbuilding, Production Planning, Engineering, and Commercial teams for vessel scheduling
  • Optimize dock occupancy, berth utilization, and turnaround time
  • Support commercial inputs related to docking feasibility, timelines, and risks during bidding stage
  • Manage traffic movement of vessels, tugs, barges, and floating crafts within yard limits
  • Lead and manage Dock Masters, Deputy Dock Masters, Marine Officers, and support teams
  • Ensure adequate manpower availability, competency, and training of marine personnel
  • Approve work allocation, duty rosters, and shift planning for marine operations
  • Drive a strong safety culture across marine and dock operations
  • Act as Incident Commander during marine emergencies, grounding, flooding, fire, collision, or oil spill incidents
  • Conduct periodic emergency drills and review emergency preparedness
  • Investigate marine incidents and implement corrective and preventive actions
  • Ensure maintenance of docking records, docking plans, stability calculations, and statutory logs
  • Review and approve marine operation reports, incident reports, and compliance documents
  • Provide regular updates to top management on dock utilization, safety, and operational status
