The Head- Talent Acquisition Delivery Leader plays a critical role in advancing Amgen’s Talent Acquisition Experience and Operations strategy by leading the design, delivery, and governance of global hiring and mobility operations. This role oversees three key towers -Talent Acquisition Administration, External Workforce Management & Governance, and Global Mobility Administration & Governance -ensuring seamless execution, compliance, and excellence across the global talent ecosystem.
Job Responsibility:
Lead the global Talent Acquisition Delivery Tower
Partner with the Talent Acquisition COE to operationalize hiring strategies
Establish a scalable delivery framework
Drive alignment between regional delivery teams, business stakeholders, and enabling functions
Oversee the global External Workforce Management program
Partner with Procurement, Legal, and HR to govern supplier relationships
Manage the relationship with Master Service Providers (MSPs) and Vendor Management System (VMS) tools
Implement governance mechanisms and dashboards
Provide insights to leadership
Lead the Global Mobility Administration function
Ensure governance and compliance with local and international labour laws
Standardize and optimize global mobility administrative processes
Partner with external relocation providers
Drive operational excellence across recruitment administration
Ensure efficient coordination between recruiters, HR operations, and hiring managers
Lead continuous improvement initiatives
Oversee adherence to global data integrity and compliance standards
Define and monitor key performance indicators (KPIs)
Lead regular performance reviews with internal stakeholders and vendor partners
Serve as a trusted partner to HR and business leaders
Champion cross-functional alignment
Requirements:
14+ years of progressive HR or TA operations experience
5+ years in Talent Acquisition delivery leadership within large, matrixed, or global organizations
Bachelor’s or master’s degree or relevant experience
Proven experience managing external workforce programs, TA operations, or global mobility administration
Proficiency with Workday Recruiting, SAP Fieldglass, or equivalent VMS and HR systems
Deep understanding of HR compliance frameworks, vendor governance, and risk management
Strong data literacy with ability to interpret and act on operational metrics and experience insights
Strategic leadership and program execution in complex, global environments
Ability to influence across HR, Legal, Procurement, and senior business leaders
Operational rigor with strong focus on compliance and governance
Analytical mindset and passion for process improvement and experience optimization
Excellent communication, stakeholder management, and vendor relationship skills
Nice to have:
PMP, Lean Six Sigma, or equivalent operational excellence qualification
