The Foundation Health and Safety Engineer will be dedicated to supporting Foundation (FOU) package. The nature of this job function is Health and Safety Engineering driven which comprises both Technical/Design and Occupational Safety aspects this also includes the planning, setting up and reviewing of processes relevant for the manufacturing, shipping, installation and completion of the FOU package on the East Anglia THREE Project to ensure no plant/machinery/personnel safety issues. This will be achieved by applying a process-oriented system which is achieved through inspections, testing, evaluation and quality and engineering safety tools and techniques to identify hazards, defects, or deviations from specifications. The aim is to manufacture and operate trouble-free machinery and plant also in reducing concerns and improving business processes so that all products are fault/hazard-free when delivered to the offshore site. The Candidate will review drawings and verify those against (country of operation’s) legislation and standards, and coordinate with assigned packages (this may include FOU, WTG and IAC) and associated Contractors as required to ensure that design risk assessment’s content is to sound engineering safety methodologies for suitability to international and domestic regulations and company safety expectations. Once Offshore Installation commences, the Health and Safety Engineer work with the Construction Team to discharge the Principal Contractor Duty, assuring that all method statements & risk assessments are safety acceptable ensuring trouble-free project cycle from topside landing through to commissioning and handover. The Role is multi locational, initially primarily at either ScottishPower Offices in Glasgow, London or Lowestoft with regular trips to assigned FOU pre-assembly yards as required. Secondly, they may be required to travel offshore during Installation and Commissioning to maintain effective relationship with Offshore Operations and interact with the Construction Team and Site H&S presence.
Job Responsibility:
Participate in Design Assurance, from an operator’s perspective and verify that during project stages, meeting Safety requirements
Validate all equipment to be placed on offshore assets, its documentation is complete and in compliance with statutory and national legislation
Assist in the development a Safety Justification for Assets including identification of Major Accident Hazards and Safety Critical Elements
Ensure Performance Standards are developed and refined during the design process
Drive engineering safety processes by applying methodologies as such hazard analysis, risk assessment
Assist in developing the safety, rescue and evacuation concept for the Offshore Substation against general windfarm set up
Verify the Contractors fire protection concept, and in doubt, seek consult from fire protection expert or UK authorities
Comment and review installation and commissioning procedures with a focus on machine and plant safety
At Fabrication and pre-assembly yards, review processes and make safety-oriented suggestions so that the manufacture and loadout process is carried safely
As well as assuring that Iberdrola employees are not exposed to Fabrication yard hazards
Conduct Audits at any assigned Fabrication yards (before load out), after installation, pre-commissioning and take over in conjunction with Project Fabrication yard teams
Participate in/run safety related workshops and assure documentation/equipment offshore is in compliance with UK legislation aiming to create a safe and sustainable work context
Contribute in developing East Anglia Hub’s Construction Phase Plan and Emergency Response Plan including assisting in the planning and execution of necessary drills and exercises
Set up an audit program so that the Asset manufacturer and its(sub-) contractors are audited, selected and qualified against industry best practice, legal and quality requirements, including on effective and documented follow-up actions
Participate in Construction (Design and Management) Regulations 2015 assurance related activities, both from a Principal Designer and Principal Contractor perspective
Provide constant H&S support to the Project site H&S and Construction Team through regular meetings, walk-downs and visits
Assess, comment and document that either free issued equipment and machinery added to the plant does not provide hazards e.g. avoidance of collision or asset damage unnecessary machine operator exposure Site Acceptance Testing requirements under statutory/legislative requirements
Facilitate H&S project meetings with contractors attend project meetings and represent H&S interests towards all stakeholders
Define and drive incident reporting requirements for assigned packages and in close liaison with Site H&S and Construction teams, Project H&S and Offshore H S Q Business
Assist with accident and incident investigation affecting assigned Packages
Requirements:
Minimum educated to a Bachelors (BSc/BEng) degree
Alternatively a state certified engineering National Vocational Qualification with time-service apprenticeship and suitable years of offshore experience
Minimum of NEBOSH General certificate qualified
Preferably further education in Occupational Health & Safety
Offshore training (GWO/BOSIET/etc)
Training/courses in management or quality assurance would be beneficial
Process industry or high hazard industries/ mechanical-plant engineering background would be beneficial

Minimum five years offshore wind experience is preferred
