Job Description

The Contracting Officer will oversee contracting processes for construction, IT, health, legal, and other agreements, providing bid analysis and contract award recommendations in support of tribal operations.

Job Responsibility

  • Collaborate with various departments to assist in drafting comprehensive Scopes of Work
  • Develop, negotiate, and administer contracts
  • Prepare and revise technical bid documents and specifications
  • schedule bid closing dates
  • Initiate requests for bids and proposals
  • conduct cost and value analysis of responses
  • Evaluate compliance and capacity of bidders
  • recommend contract awardees and assist with establishing new tribal-wide contracts
  • Serve as liaison between vendors and Procurement Department
  • conduct pre-bid and pre-proposal conferences
  • arbitrate vendor disputes and recommend contract terminations if appropriate
  • Advise internal teams on contract regulations, rules, and procedures for compliance
  • Work closely with Procurement management to review draft contracts prior to legal submission
  • Generate purchase orders for approved contracts
  • Maintain and update a qualified bidders list
  • Monitor active contracts and prepare related reports regarding usage and progress
  • Organize and summarize competitive bid responses and contract documentation
  • Prepare correspondence and reports, schedule meetings, and interview vendors or stakeholders as appropriate
  • Perform other related duties as assigned

Requirements

  • Bachelor’s degree in Business, Public Administration, Finance, or related field (or equivalent experience) - highly preferred
  • Minimum 2 years in government procurement, construction management, accounting, or contract administration
  • Valid Arizona Driver's License
  • Ability to work flexible hours (nights/weekends)
  • Strong communication, contract negotiation, and organizational skills

  • Lead end-to-end procurement processes for software, SaaS, cloud infrastructure, servers, networking equipment, and other hardware — from needs assessment and RFP/RFI to vendor selection and onboarding
  • Develop and maintain a preferred vendor list and sourcing playbook aligned with Keepit's technology stack and security requirements
  • Drive competitive bidding and benchmarking to ensure value for money across the vendor portfolio
  • Manage hardware procurement cycles including capacity planning inputs, lead time tracking, and coordination with Engineering and IT Operations
  • Collaborate with IT, Engineering, Finance, and business stakeholders to consolidate spend and eliminate redundant tooling
  • Support the IT Governance Sub Group (IGSG) in evaluating new technology and maintaining the tech register
  • Conduct security and compliance pre-screening of new vendors as part of the onboarding process, including review of certifications (ISO 27001, SOC 2), security questionnaires, and data processing terms
  • Own the full lifecycle of IT and SaaS vendor contracts — negotiation, execution, renewal, amendment, and termination
  • Manage datacenter and colocation agreements including power, cooling, physical security, SLA, and exit provisions
  • Maintain a structured contract repository with visibility into key dates, renewal windows, spend commitments, and SLA obligations
