This role is central to strengthening Microsoft’s position as a trusted technology partner for governments and organizations across the region. You will help accelerate digital transformation, support responsible and secure adoption of new technologies, and contribute to local economic growth and societal resilience. The successful candidate will have significant experience working on technology policy issues, preferably within a corporate or governmental environment, or with experience in another complex and fast-paced policy environment. This role will be an individual contributor role, allowing you to focus on driving impact on key outcomes across the region without a requirement for people-management.
Job Responsibility:
Track and monitor policy, regulatory, geopolitical, and market developments across Romania, CIS, and the Baltics, assessing their impact on Microsoft’s priorities
Contribute to developing Microsoft’s policy agenda and regional advocacy strategies
Respond to emerging issues by prioritizing, coordinating internally, and engaging specialists when needed
Drive implementation of Microsoft’s strategic initiatives by collaborating across business groups, partners, and external stakeholders
prepare policy briefings, strategic documents, and internal updates
Engage in dialogue with policymakers, industry voices, and thought leaders to support Microsoft’s public policy positions
Gather and synthesize intelligence to support development of policy papers, briefings, presentations, or legislative testimony
Advise internal teams on policy, geopolitical, and cultural issues relevant to product development, cloud adoption, and business strategy
Deliver creative, pragmatic solutions to advance Microsoft’s policy objectives while managing risks and reputational considerations
Lead and coordinate internal and external events, including content development, message crafting, and meeting preparation
Work with Communications teams to support narrative development, media positioning, and awareness efforts across the region
Build and maintain trusted relationships with government institutions, regulators, industry associations, think tanks, academics, and civil society leaders
Position ecosystem partners as advocates for Microsoft’s strategic, policy, and technology priorities
Support strategic engagements that enable public sector digital transformation and cloud/AI adoption in cooperation with government and academic stakeholders
Drive collaboration across CELA, Public Sector, MCAPS, Engineering, Government Security, and regional business teams
Lead or support cross‑functional initiatives that require alignment across multiple subsidiaries
Resolve competing priorities and ensure coherence in messaging, policy approach, and stakeholder engagement
Requirements:
Bachelor's degree in Public Policy, Public Administration, Law, International Relations, Political Science, or a related field AND experience working as a government affairs, public affairs, or public policy expert in government, a multinational organization, a corporate government affairs office, an industry association, coalition or equivalent group or a policy-focused research institution
OR equivalent experience
Office presence of minimum 3 days per week
Experience developing and managing strategic relationships to influence technology, digital, or public-policy priorities
Experience working directly with government officials, policy influencers, or international organizations in CEE/CIS/Baltics is a plus
Strong understanding of digital policy areas such as cloud adoption, cybersecurity, AI governance and diffusion, and data protection
Ability and skills to conceive, analyze, develop, and execute medium-to-long term strategies and campaigns to deal with complex issues of technology, policy, and law, involving multiple issues and interested parties
Ability to work autonomously and comfort with ambiguity will be required
Nice to have:
Experience working directly with government officials, policy influencers, or international organizations in CEE/CIS/Baltics is a plus
