We are looking for an experienced GIS Manager to lead the strategy, administration, and ongoing improvement of geographic information systems that support organizational and community-focused operations in Cibolo, Texas. This role combines technical leadership with hands-on oversight of spatial platforms, data quality, and application delivery, ensuring GIS services are reliable, scalable, and aligned with business needs. The ideal candidate can guide complex initiatives, communicate effectively with both technical and non-technical stakeholders, and manage competing priorities in a fast-moving environment.
Job Responsibility:
Lead the administration and long-term planning of the enterprise GIS environment, including platform architecture, performance, security, and system reliability
Oversee spatial data governance by establishing standards for data modeling, metadata, quality assurance, and quality control across multiple datasets and sources
Design, maintain, and optimize geodatabases to support efficient storage, analysis, and access to geographic information
Direct the development and support of web and mobile GIS applications that improve access to mapping tools and operational data
Build and maintain automation and integration solutions using technologies such as Python and JavaScript to streamline workflows and enhance system functionality
Partner with departments and external stakeholders to translate operational needs into practical GIS solutions, reports, and visual products
Evaluate technical issues, assess solution options, and recommend approaches that align with organizational goals, budget, and user requirements
Support mapping and analysis activities involving land planning, GPS data, aerial imagery, infrastructure, and public safety information
Manage GIS-related projects from planning through implementation, coordinating timelines, priorities, and cross-functional contributions
Contribute to open data, transparency, asset management, or work order integration efforts where GIS capabilities support broader organizational initiatives
Requirements:
Bachelor’s degree in Geography, Geographic Information Systems, Computer Science, Information Systems, Engineering, Urban Planning, or a closely related field
At least 5 years of progressively responsible GIS experience, including work in enterprise administration, spatial database management, application delivery, and project leadership
Demonstrated knowledge of ArcGIS Enterprise and ArcGIS Online environments, with the ability to support enterprise-level GIS operations
Experience working with geodatabases and database platforms such as PostgreSQL, Oracle, or Microsoft SQL Server
Proficiency in scripting or development tools such as Python, ArcPy, or JavaScript for automation and application support
Strong leadership, communication, and customer service skills, with the ability to explain technical concepts clearly to non-technical audiences
Valid Texas Driver’s License required
Nice to have:
ESRI or GIS-related certifications are preferred
public sector or municipal GIS experience is highly valued
