Strategic Project Planning: Lead the initial establishment of operational and organizational structures for large-scale earthwork and infrastructure divisions
Operational Leadership: Oversee all phases of site preparation, including massive earthmoving, piling, trenching, and substation foundation works
Financial & P&L Accountability: Manage multi-million ringgit budgets, ensuring project spending remains within approved limits while driving division profitability
Resource & Asset Management: Direct the mobilization and optimal utilization of heavy machinery fleets (excavators, rollers, etc.) and large labor camps
Regulatory & Permit Governance: Accountable for securing all land-use permits, legal papers, and environmental approvals (e.g., EIA compliance) before project commencement
Stakeholder & Vendor Strategy: Manage high-level relationships with clients, consultants, and Tier-1 sub-contractors, and lead strategic contract negotiations
Risk & Safety Oversight: Identify and mitigate geotechnical and environmental risks while championing a "zero-harm" safety culture across harsh site environments
Requirements:
Bachelor’s Degree in Civil Engineering or Construction Management
an MBA or postgraduate qualification in Infrastructure Management is preferred
