Experience using modern web development technologies and techniques, including HTML, CSS, JavaScript, and PHP
Responsive web design experience required
Strong web design skills with excellent attention to detail

Experience developing progressive Jamstack websites using static site generators and headless content management systems
Plugin and general WordPress maintenance

Job Responsibility

Develop new websites for a wide variety of clients
Build responsive websites for mobile and desktop experiences
Provide support and maintain existing websites while also developing new features to meet client requests
Work with clients, account executives, developers, designers, and copywriters throughout the website development process
Provide input and advice for client and company projects
Provide estimates and deadlines during the planning phase
Analyze problems, troubleshoot, and make decisions that would best suit the client’s project and the company
Continue to expand knowledge of new technologies, as well as strengthen the current knowledge base
Follow the latest advancements in front-end technologies and techniques
Review code and mentor other developers on best practices for front-end development

Bachelor’s Degree or equivalent combination of education, training and/or relevant experience
Plus 7 years of relevant work experience
Prior experience working for a General Contractor, Heavy Civil Contractor, CMAR contractor, or major rail/transit builder
Strong contractor-side estimating experience, especially on large civil, rail, transit, or bridge projects
Contractor procurement and subcontract management experience
Experience leading or supporting GMP negotiations and multi-package procurement strategies
Familiarity with CMAR delivery, progressive design-build, or other alternative delivery models
Strong understanding of cost modeling, productivity rates, escalation, and contractor pricing logic

Job Responsibility

Lead the review, analysis, and assessment of CMAR contractor cost models for multiple work packages
Reconcile CMAR pricing with Amtrak’s Independent Cost Estimates (ICE)
Evaluate labor productivity, subcontractor pricing, allowances, escalation, and contingencies
Lead estimate validation, bid reviews, and cost alignment across packages
Provide estimating insights that support negotiations, value engineering, and scope refinement
Lead GMP negotiations with the CMAR for multiple construction packages
Support overall commercial strategy for multi-phase CMAR delivery
Work closely with Amtrak Legal, commercial, and procurement Team to modify, rework, and negotiate General Provisions (GPs) and Division 1 requirements
Ensure contract language supports clear deliverables, realistic pricing, and alignment with the ICE
Advise leadership on negotiation strategies, claims, and commercial trade-offs
