The Global Funds Transfer Pricing (FTP) function, within Corporate Treasury, is part of Citigroup's broader Finance organization. FTP's specific responsibilities cover the following: Establishes and oversees the policies under which business assets and liabilities are funds transfer priced for interest rate, capital, and liquidity requirements; Engages in cross-functional workstreams to design, enhance, and evolve frameworks and methodologies for attributing FTP costs and benefits to businesses; Executes firm-wide transfer pricing processes in line with established policies, procedures, and control requirements; Creates FTP reporting to guide management decision making. The FTP Execution Vice President (VP) is responsible for supporting various workstreams across FTP and overseeing the implementation of transfer pricing policies and practices globally. The individual will aid the team's vision to develop, enhance, and monitor the global FTP framework.
Job Responsibility:
Support strategic and transformational efforts to enhance FTP policy, frameworks, and funds transfer pricing systems
Support ongoing funds transfer pricing execution and adherence to policies and controls, including all regulation and/or guidance which impacts FTP
Ensure FTP is applied consistently across all businesses globally
Cross-functional interaction across Businesses, Risk, Treasury, Technology, and FP&A
Lead the analytical assessment of proposed changes to FTP framework, including evaluation of methodology updates, new product considerations, and regulatory-driven enhancements — translating complex concepts into clear, well-reasoned recommendations for FTP Committee review and approval
Conduct quantitative and qualitative impact analyses to assess the financial, operational, and governance implications of proposed LTP and CTP framework changes across businesses, legal entities, and geographies
Develop and maintain detailed analytical frameworks to evaluate the appropriateness of LP spread calibration methodologies, Capital Transfer Pricing allocation keys (e.g., RWA, TLE, TCE weightings), and TLAC/TRuPS debt cost allocation approaches
Support the design and documentation of new or enhanced LTP constructs, including Liquidity Surplus attribution frameworks, Intraday Liquidity Charge methodologies, and Local LTP frameworks, ensuring alignment with the FTP Standard and Liquidity Management principles
Own the end-to-end implementation lifecycle for approved LTP and CTP framework changes — from initial scoping and analytical design through stakeholder alignment, governance approvals, and operational go-live — ensuring changes are delivered accurately, on time, and in compliance with the FTP Standard
Develop structured implementation plans for framework changes, identifying dependencies, risks, and sequencing requirements across impacted teams including Business Treasury, Country Treasury, Controllers, and FP&A
Partner with Technology and Operations teams to translate analytical and policy requirements into system configurations and process changes within the firm's transfer pricing platforms — serving as the subject matter expert and analytical lead
Maintain a forward-looking view of the LTP and CTP change agenda, proactively identifying areas where frameworks require enhancement in response to balance sheet evolution, regulatory developments, or business strategy changes
Coordinate with relevant stakeholders to continuously assess, enrich, and improve implementation processes, ensuring lessons learned from prior changes are embedded into future delivery approaches
Prepare high-quality analytical materials and governance submissions for FTP Committee review, including methodology change proposals, impact assessments, and framework documentation updates
Ensure that changes to LTP and CTP frameworks are appropriately documented in the FTP Methodology Document and relevant procedural materials, in coordination with the Head of FTP and Head of Non-Trading Market Risk
Support the annual review and approval processes for CTP components, including Equity Charge/Credit framework, TLAC Debt Cost Allocation, and TRuPS Debt Allocation, ensuring allocation keys and methodologies remain current and appropriate
Assist in tracking and managing dispensations, waivers, and exceptions related to LTP and CTP framework changes, ensuring timely escalation and resolution
Serve as a trusted analytical partner to senior stakeholders across Treasury, Risk, Businesses, and FP&A, providing clear and well-supported perspectives on LTP and CTP framework changes and their implications for business performance measurement
Drive alignment across cross-functional working groups on complex, multi-stakeholder change initiatives, facilitating structured discussions and building consensus around proposed solutions
Engage with Second Line of Defense (Independent Risk Management) to support review and challenge of LTP and CTP framework changes, providing analytical support and responding to queries in a timely and substantive manner
Requirements:
6–10 years of experience in Treasury, Finance, Risk, or a related function within a large financial institution
Demonstrated knowledge of bank balance sheet management, including interest rate risk, liquidity risk, and capital management concepts
Familiarity with Funds Transfer Pricing frameworks and regulatory guidance (e.g., SR 16-3 Interagency Guidance on FTP) preferred
Experience working with transfer pricing systems and financial forecasting platforms a plus
Strong analytical and quantitative skills with the ability to synthesize complex information into clear, actionable insights
Excellent written and verbal communication skills, with the ability to present to senior management and governance committees
Proven ability to manage multiple priorities and deliver results in a fast-paced, cross-functional environment
demonstrated experience driving change initiatives across complex organizations
High degree of intellectual curiosity and comfort operating in areas of ambiguity, with a track record of structuring problems and delivering well-reasoned solutions
Proficiency in Microsoft Excel, PowerPoint, and data analysis tools

Bachelor's degree required in Finance, Economics, Mathematics, or a related quantitative field
Advanced degree (MBA, CFA, or equivalent) preferred
