Job Description

Astrion has an exciting opportunity for a Foreign Disclosure and Policy Specialist providing support to the Command, Control, Communications, and Battle Management Division (C3BM), which is located at Wright Patterson AFB, OH. Command, Control, Communications, and Battle Management (C3BM) has been tasked with delivering an integrated Department of the Air Force (DAF) Battle Network providing resilient decision advantage and enabling the USAF, USSF, Joint, and Coalition Force to win against the pacing challenge. C3BM supports execution in many different focus areas. C3BM’s main efforts are Architecture and Systems Engineering (ASE), Operational Response Team (ORT), and multiple mission integration teams such as Air, Maritime and multiple acquisitions consisting of both the Advanced Battle Management System (ABMS) and Space.

Job Responsibility

  • Assist the Government with processing requests for disclosure of information to foreign partners
  • Review a wide range of products for foreign release determination and approval
  • Process Requests for Information (RFIs) and Letters of Offer and Acceptance (LOAs) from foreign governments and international organizations
  • Maintain a permanent electronic database documenting all decisions related to disclosure, release, or denial of information to foreign nationals
  • Draft Project Agreements (PAs) in support of foreign disclosure and international cooperation activities
  • Identify existing Memorandums of Understanding (MOUs) with Allies and Partners that can be leveraged to share program data and source code
  • Support other Foreign Disclosure Officers (FDOs) across programs and organizations
  • Generate, review, and support policy documentation including: Delegation of Disclosure Authority Letters (DDLs), International Traffic in Arms Regulations (ITAR) Agreements, Technical Assistance Agreements (TAAs), Related foreign disclosure and policy documentation
  • Support information-sharing activities related to foreign disclosures
  • Conduct detailed document reviews and coordinate with internal and external agencies
  • Draft official correspondence and prepare disclosure and release recommendations
  • Support downgrade and declassification requests in accordance with applicable policy and guidance

Requirements

  • Must be a US citizen
  • Must have and be able to maintain a Top Secret level clearance and be SCI eligible
  • Bachelor’s Degree and a minimum of 8 years of relevant foreign disclosure and/or policy experience OR a minimum of 10 years of relevant foreign disclosure and/or policy experience
  • Completion of all relevant foreign disclosure courses in accordance with DAFMAN 16-201, Department of the Air Force Foreign Disclosure and Technology Transfer Program, or possession of a Combatant Command (CCMD) equivalent certification
  • Required courses may be completed within 6 months of position start
  • Proficiency in collaboration tools, including Confluence and Jira
  • Demonstrated experience with Air Force information dissemination procedures and Sensitive Compartmented Information (SCI), including classification management, sanitization, downgrading, de-compartmentalization, and operational use

  • Lead/participate in assigned special projects within technical accounting (i.e., goodwill impairment analysis, leases, acquisitions, divestitures, joint ventures, share-based compensation and debt transactions)
  • Assist with development and maintenance of critical global accounting policies and help define ongoing processes for technical accounting research and global policy setting
  • Subject matter expert on ASC 842 (Leases), including lease modifications, classification analysis and footnote disclosure support
  • Manage goodwill and intangible asset accounting, including annual impairment analyses and coordination with third party specialists
  • Support business combinations, including purchase price allocation, contingent consideration, and post-acquisition adjustments
  • Monitor, understand and identify potential impact(s) of new accounting on financial statements and disclosures, and support project managers for certain projects, which includes optimization of business processes
  • Assist with the preparation of the 10-K, 10-Q and various other reporting requirements as required
