Randstad is searching for a skilled and accomplished FOI Manager who possesses a keen eye for detail and excels in their field. This role requires the ability to build and sustain strong relationships. Our collaborative department is in need of an enthusiastic individual who embraces challenges and is committed to making a positive impact within emergency services for the state government sector. About your new role: The FOI Manager will be responsible for leading the enterprise-wide Freedom of Information function, ensuring the organization meets its legal obligations under the Freedom of Information Act 1982 (Vic). This involves managing the end-to-end document assessment process, from coordinating collection across departments to drafting complex, legally defensible statutory decisions regarding the release or exemption of information. Beyond technical processing, the Manager serves as a strategic advisor to the CEO and executive leadership, briefing them on sensitive or high-risk requests that may impact media relations or government liaison.

Job Responsibility:

  • Leading the enterprise-wide Freedom of Information function
  • Ensuring the organization meets its legal obligations under the Freedom of Information Act 1982 (Vic)
  • Managing the end-to-end document assessment process, from coordinating collection across departments to drafting complex, legally defensible statutory decisions regarding the release or exemption of information
  • Serving as a strategic advisor to the CEO and executive leadership, briefing them on sensitive or high-risk requests that may impact media relations or government liaison

Requirements:

  • Extensive experience applying the Freedom of Information Act 1982 (Vic) and a deep understanding of OVIC Professional Standards and regulatory expectations
  • The ability to provide high-level advice to executives regarding disclosure risks, public interest considerations, and statutory obligations
  • Excellent writing skills for preparing defensible legal decisions and the confidence to represent the organization at VCAT or other oversight bodies
  • Proven capability in managing specialist staff, oversight of complex workloads and backlogs, and the ability to meet strict legislative deadlines
  • Proficiency in developing dashboards and metrics to translate FOI data for internal reporting and annual statutory requirements
