Job Description:

We are looking for an experienced Finance Manager to join our team on a contract basis near Richmond, Virginia. This position plays a vital role in overseeing financial operations, providing strategic guidance, and ensuring compliance with Federal and State regulations. As a key member of the leadership team, you will manage critical financial functions, including budgeting, reporting, and audits, while supporting the organization's long-term goals.

Job Responsibility:

  • Supervise the preparation and submission of quarterly and annual financial statements, ensuring compliance with Federal and State regulations
  • Implement and maintain robust internal controls to safeguard organizational assets and ensure financial integrity
  • Oversee budget planning and development, including operating and capital improvement budgets, to align with organizational objectives
  • Lead the creation of detailed budget presentations and reports adhering to best practices recommended by the Government Finance Officers Association
  • Manage purchasing policies and supervise procurement activities to ensure compliance with applicable laws and standards
  • Direct payroll operations to ensure accurate and timely processing of employee and board-related payments, including tax and retirement reporting
  • Coordinate and manage the annual financial audit process, compiling necessary reports such as the Comprehensive Annual Financial Report
  • Analyze multi-year financial trends and provide actionable insights and funding recommendations
  • Develop and implement strategies for debt management, fixed assets oversight, and grant activity monitoring
  • Represent the organization on various boards and committees, presenting financial updates and recommendations as needed

Requirements:

  • Strong expertise in month-end closing processes and financial reporting
  • Proficiency in financial modeling and analysis to support strategic decision-making
  • Demonstrated ability to develop accurate forecasts and models for revenue and expenditure planning
  • Knowledge of Federal and State compliance requirements related to financial management
  • Experience in managing budgets, audits, and procurement processes
  • Skilled in overseeing payroll operations and ensuring adherence to relevant laws and regulations
  • Familiarity with debt financing, grant activity, and fixed asset management
  • Excellent leadership and communication skills to effectively collaborate with staff and stakeholders
