We are looking for a Finance Manager to join a municipal organization in California in a contract capacity with the potential for a permanent role. This role partners closely with city leadership to guide financial planning, reporting, compliance, and day-to-day fiscal operations across the organization. The ideal candidate brings strong public-sector finance knowledge, sound judgment, and the ability to maintain accurate controls while supporting strategic budget decisions.
Job Responsibility
Lead the development of annual budgets, ongoing forecasts, and financial reviews to help departments operate within approved funding levels
Prepare and present recurring financial reports that highlight revenue, spending, and overall fiscal performance for leadership and key stakeholders
Oversee core accounting activities, including payroll coordination, utility billing, accounts payable, accounts receivable, and month-end close processes
Establish and refine financial procedures, internal controls, and accounting practices to support compliance with applicable standards and regulatory requirements
Partner with executive leadership on long-range financial planning, yearly budget projections, and materials prepared for City Council review
Coordinate audit support activities by organizing documentation, responding to financial inquiries, and working with external auditors through compliance and fiscal reviews
Reconcile general ledger activity and related subsidiary records to ensure the accuracy of monthly statements and other periodic financial reporting
Supervise and support assigned finance staff, including providing direction, oversight, and performance guidance for accounting operations
Requirements
Experience managing budgets, forecasting, and fund administration within a finance leadership role
Strong knowledge of general ledger maintenance, reconciliations, financial reporting, and month-end close activities
Background in establishing financial controls and ensuring compliance with accounting principles and audit standards
Ability to oversee multiple fiscal functions such as payroll, billing, payables, receivables, and budget monitoring
Experience with grant management and tracking restricted funds is preferred
Strong analytical, organizational, and communication skills for presenting financial information to leadership
Proficiency in preparing accurate reports and working with detailed financial data in a deadline-driven environment
Basic keyboarding ability, including typing under 45 words per minute, as listed for the role
