Job Description

We are looking for a Finance Manager to join a municipal organization in California in a contract capacity with the potential for a permanent role. This role partners closely with city leadership to guide financial planning, reporting, compliance, and day-to-day fiscal operations across the organization. The ideal candidate brings strong public-sector finance knowledge, sound judgment, and the ability to maintain accurate controls while supporting strategic budget decisions.

Job Responsibility

  • Lead the development of annual budgets, ongoing forecasts, and financial reviews to help departments operate within approved funding levels
  • Prepare and present recurring financial reports that highlight revenue, spending, and overall fiscal performance for leadership and key stakeholders
  • Oversee core accounting activities, including payroll coordination, utility billing, accounts payable, accounts receivable, and month-end close processes
  • Establish and refine financial procedures, internal controls, and accounting practices to support compliance with applicable standards and regulatory requirements
  • Partner with executive leadership on long-range financial planning, yearly budget projections, and materials prepared for City Council review
  • Coordinate audit support activities by organizing documentation, responding to financial inquiries, and working with external auditors through compliance and fiscal reviews
  • Reconcile general ledger activity and related subsidiary records to ensure the accuracy of monthly statements and other periodic financial reporting
  • Supervise and support assigned finance staff, including providing direction, oversight, and performance guidance for accounting operations

Requirements

  • Experience managing budgets, forecasting, and fund administration within a finance leadership role
  • Strong knowledge of general ledger maintenance, reconciliations, financial reporting, and month-end close activities
  • Background in establishing financial controls and ensuring compliance with accounting principles and audit standards
  • Ability to oversee multiple fiscal functions such as payroll, billing, payables, receivables, and budget monitoring
  • Experience with grant management and tracking restricted funds is preferred
  • Strong analytical, organizational, and communication skills for presenting financial information to leadership
  • Proficiency in preparing accurate reports and working with detailed financial data in a deadline-driven environment
  • Basic keyboarding ability, including typing under 45 words per minute, as listed for the role
