Job Responsibility:
Lead the financial systems strategy and multi-million pound technology investments
Oversee the migration to upgraded financial systems—a transformational programme affecting the entire organisation
Manage a team of 6 technical specialists providing expert advice across all departments
Develop medium and long-term financial forecasting systems, liaising with government departments on best practice
Direct involvement in supporting the Section 151 Officer and providing strategic oversight of the annual accounts process
Provide strategic direction for the development and maintenance of the authority’s financial systems
Ensure senior management has access to intuitive, interactive information that enables confident decision-making
Oversee the migration to upgraded financial platforms
Influence corporate-level decisions on system investments
Ensure that the organisation’s financial infrastructure supports its ambitious transformation agenda
Requirements:
Fully-qualified accountant (ACA or CIMA or ACCA or CIPFA) or possess equivalent professional experience in systems development
Track record of success in developing and maintaining financial systems in large, complex organisations
Expertise in change management and major systems implementations
Ability to operate effectively at both strategic and operational levels
Sound analytical skills
Ability to translate complex technical requirements into practical solutions
Understanding of the political environment of local government
