Here’s a rare opportunity to lead the financial systems strategy for one of the UK’s largest public authorities, overseeing multi-million pound system investments and shaping how a major organisation uses technology to deliver financial excellence. As Finance Manager (Systems), you’ll provide strategic direction for the development and maintenance of the authority’s financial systems, ensuring that senior management has access to intuitive, interactive information that enables confident decision-making. You’ll oversee the migration to upgraded financial platforms, working at the cutting edge of financial technology in the public sector. This role sits at the intersection of finance, technology, and strategic leadership. You’ll manage a specialist team of six professionals, influence corporate-level decisions on system investments, and ensure that the organisation’s financial infrastructure supports its ambitious transformation agenda. Your work will directly impact how effectively £1.3 billion+ of public money is managed and accounted for.

Job Responsibility:

  • Lead the financial systems strategy and multi-million pound technology investments
  • Oversee the migration to upgraded financial systems—a transformational programme affecting the entire organisation
  • Manage a team of 6 technical specialists providing expert advice across all departments
  • Develop medium and long-term financial forecasting systems, liaising with government departments on best practice
  • Direct involvement in supporting the Section 151 Officer and providing strategic oversight of the annual accounts process
  • Provide strategic direction for the development and maintenance of the authority’s financial systems

Requirements:

  • Fully-qualified accountant (ACA or CIMA or ACCA or CIPFA) or possess equivalent professional experience in systems development

  • Ability to operate effectively at both strategic and operational levels
