The Finance Data Governance Lead Analyst (Data Governance Foundation Lead Analyst - C13) is responsible for contributing to the directional strategy and assisting in the creation and modification of Enterprise Data Governance Strategy, and/or Data Risk and Control Framework and Data Risk Taxonomy. This role specifically supports our Finance Data Management & Program Governance team, focusing on ensuring the integrity, quality, and regulatory compliance of financial data. The focus of this role may be on one or more of the following areas: assisting in identification, measurement, and reporting of financial data, data policy adoption and compliance, financial data controls framework performance and issue management process, and regulatory and audit response and action tracking relevant to finance.
Job Responsibility:
Partner with multiple finance and data product teams to implement relevant Finance Data Governance policies and/or Financial Data Risk and Control framework
Provide expertise on Finance Data Governance and/or Financial Data Risk and Controls framework, including design, effectiveness, performance monitoring, and self-assessment processes specifically for financial data and reporting
Engage on Finance Consent Order Use Cases for Data Governance Milestone 2 activities, including Data Lineage in Data Catalog, CDE registration, Data Controls, and Data Quality Rules Management
Contribute to remediation and solutioning efforts as part of Milestone 3 activities for any identified gaps
Oversight and analysis of finance data-related issues, tracking of ownership and target dates, and associated metrics and reporting for financial data quality and integrity
Support and coordinate with Finance Data Product & Operation and other business lines and global functions on enterprise Finance Data Governance strategy roll out, including new Financial Data Risk Taxonomy and associated changes to key risk indicators and control framework relevant to financial reporting and regulatory requirements
Gather and synthesize metrics on existing Finance Data Governance and/or Financial Data Risk and Controls principles, policies, practices, and standards, e.g., understanding industry best practices in financial data management
Produce recommendations for enterprise-wide guiding principles, policies, processes, and practices specifically for financial data management and governance
Determine requirements for and prioritize the development of new enterprise-wide principles, policies, processes, and practices needed for finance data operations and governance
Develop and manage the approach for measuring adoption of principles, policies, processes, and practices within the Finance Data Management Operations & Program Governance context
Ensure compliance with financial regulatory requirements (e.g., BCBS 239, CCAR, IFRS 17) and internal policies related to data governance for finance data
Collaborate with financial reporting, risk, and compliance teams to ensure data accuracy, completeness, and consistency across financial systems
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency
Requirements:
6+ years relevant experience in Finance Data Governance, Financial Data Management, Financial Systems, Regulatory Reporting, Process Engineering or a related area within the financial services industry
Advanced understanding of Project Management methodologies and tools, with demonstrated experience in finance or regulatory data projects
Strong commercial awareness, especially within the financial services industry and its data landscape, including an understanding of financial products and reporting needs
Ability to monitor tight deadlines or unexpected requirement changes, with the ability to anticipate and balance the needs of multiple stakeholders, particularly in a fast-paced financial reporting and regulatory environment
Ability to communicate effectively to develop and deliver multi-mode communications that convey a clear understanding of the unique needs of different audiences, including finance stakeholders, technical teams, and senior management
Familiarity with financial data standards, key financial regulatory frameworks (e.g., BCBS 239, CCAR), and data quality best practices in finance
Bachelor's/University degree or equivalent experience in Finance, Economics, Computer Science, Information Management, or a related field
Master's degree preferred
