IDA is an international independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters and epidemics regardless of race, religion, gender or political affiliation. IDA was founded in 2012 by Syrian doctors from Aleppo in response to the healthcare and humanitarian crisis in Syria. IDA Syria is the main healthcare provider in the Northern Aleppo/Syria area, working closely with 500,000 IDPs and 700,000 host community through 20 healthcare facility and other health and nutrition projects During last year, IDA has provided 1.2 million services in Heath, Nutrition, WaSH and Camp Management
Job Responsibility:
The Administration and Finance Coordinator (FAC) is in charge of the general financial management of IDA
Works under the direct supervision of the Operation Director and assists him in the definition of the program/projects financial strategy and monitoring as well as in all financial aspects during the implementation of the project
Assists the General Director on fundraising/ budgets compilation for projects implemented by IDA as well as on the preparation of budget reallocations whenever needed, communicates with donors as necessary
Is in charge of the direct Management of Finance Teams of IDA
Is in charge of direct communication with the donors for the presentation of interim and final financial reports prepared as per Agreements signed with them, budget reallocations, confirmations etc
Makes sure that all donor regulations are strictly followed
Is in charge of Checking monthly financial reports and transfer requests from the donors as per Agreements signed with them
Together with the General Director of IDA, approves all expenditures realized during the implementation of the project
Is in direct contact with IDA´s Turkish Accountant in order to make sure that all necessary report to the Turkish Tax Authorities is made on monthly basis and all financial regulations are strictly respected
A Monthly cash flow report is prepared and directed to the General Director for his information and review
Is in charge of keeping regular contact with the Banks
Is in charge of making regular cash withdrawals after an approval is given by the General Director
Is in charge of elaborating and putting in place all financial procedures necessary for a good internal control of the Organization
Organizes internal training and workshops on Finance for IDA team as needed
Receives on monthly basis a financial report from the Finance Officer and verifies it carefully
Forwards financial information to the General Director for his information and review
Receives on monthly basis the calculations of monthly staff salaries from the HR Department and verifies them carefully
Approves all salary payment of IDA´s staff and makes sure that the payments are realized carefully for IDA´s staff in Turkey and Syria
Is in charge of following all complains from IDA staff and solving them with the General Director and the HR Department
Is in charge of the auditing process
Assists the preparation of the audit report and makes sure that all recommendations given by the audits are put in place on timely fashion
Is in charge of making a yearly evaluation of IDA´s Finance Team
Suggests what training is needed for the increase of daily performance of IDA´s staff in the future
Strictly respects the confidentiality of the information he / she receives on IDA´s projects, finances and Employees
Agrees not to share IDA´s internal information with people outside the Organization even after the end of Employment with IDA
Carries out other duties as requested by his/her Direct Supervisor
Requirements:
Bachelor’s degree in Finance or a related field
At least 6 years of relevant experience in resource mobilization, grants management, communications, advocacy or strategic planning in humanitarian or development organizations
Knowledge of health and protection sector resilience-related processes and of the health sector more generally is strongly preferred, but not an asset
Excellent leadership and team management capabilities
Proven access to a global network of donors and partners and leverage to build new networks and mobilize financing, short and long-term
Exceptional competencies in writing, communication, and facilitation
Experience working within a humanitarian context
previous experience working in the Syria regional response preferred
Previous experience working in complex and volatile contexts
Documented results related to the position’s responsibilities
Good IT skills, including Excel and Word
Knowledge of the context across Syria
Good standing and reputation in the community
Experience of working with local partners
Experience of conducting assessments and monitoring activities
Exceptional strategic planning and problem-solving skills
Advanced representation and negotiation skills with experience in high-level coordination
