Allen Lane is supporting a Greater London based Council to recruit an Interim Finance Business Partner – HRA. This interim role is ideal for a qualified accountant with experience in local government finance, Housing Revenue Account (HRA) management, and medium- to long-term financial planning.

Job Responsibility:

  • Lead and management of the HRA Finance team
  • Oversee budget monitoring, forecasting, and reporting
  • Support Budget Holders with value-for-money savings and targets
  • Manage the Medium-Term Financial Plan for the HRA
  • Improve forecasting processes and ensure statutory and grant returns are accurate and timely

Requirements:

  • Qualified Accountant
  • Proven experience in local government finance and HRA management
  • Strong leadership and team management skills

This includes financial leadership of high‑risk areas such as Temporary Accommodation, homelessness prevention activity, repairs, housing operations and customer contact services
  • Overseeing ad hoc project management and implementing new financial initiatives, including those linked to housing supply, homelessness reduction, stock investment, building safety, service transformation and improvements to Resident Experience
  • Providing high‑quality insight, challenge and value‑added analysis to Heads of Service and Directors on all aspects of financial performance. The role requires identifying emerging risks particularly around market‑driven increases in TA costs and demand and advising on mitigation strategies, efficiencies and opportunities for improvement
