Under the direction of the Assistant Director of Public Works, the Facilities Manager plans, directs, and oversees maintenance operations for all City facilities, including electrical, plumbing, mechanical, HVAC/refrigeration, security systems, building maintenance, custodial services, and capital improvement projects. This position provides strategic and operational leadership to ensure safe, functional, and cost-effective City facilities through proactive maintenance planning, staff development, and sound fiscal management. Working in collaboration with subordinate supervisors, this position develops operational objectives, policies, and procedures; manages divisional budgets; and directs skilled and unskilled personnel across all trades. The Facilities Manager is accountable to the Operations Manager for achievement of administrative and operational goals.
Job Responsibility
Supervises, plans and directs skilled and unskilled personnel engaged in installation, repair and maintenance of electrical systems wiring, motorized electrical systems, transformers, generators, switchgear, instrumentation, electronic controls and related work for electrical, refrigeration, air-conditioning equipment, plumbing fixtures, construction, maintenance, and custodial services provided to City buildings, grounds and recreational facilities
Supervises, plans and directs skilled and unskilled personnel engaged in installation, repair and maintenance of city owned street lighting
Directs, supervises, and evaluates work of subordinates involved in the construction, maintenance, and custodial services provided to city buildings, grounds and recreational facilities
Establishes and evaluates the effectiveness of custodial service provision and custodial maintenance programs, revising or implementing changes as necessary
Administers a facility program to include a 5-, 7-, and 10-year replacement plan for roof, air conditioning/refrigeration, painting and fire sprinkler systems
Assists and makes recommendations in the development of plans for Capital Improvement projects associated with buildings and grounds
Assists, advises, and provides supervisory oversight with various departments and outside contractors along with related coordination in such functions and areas of responsibility in the installation, repair and maintenance of all security systems city wide including burglar, fire, access, CCTV and key control
Participates with appropriate Departments, Divisions, and Consultants when improvements to facilities & building structures are being contemplated, developed, and/or scheduled
Prepares specifications for materials, equipment and contractual services used in the operations of electrical, mechanical, street lighting and security
including reviewing of bids and making recommendations
inspects the work of subordinates and contractors upon completion
Evaluates maintenance costs associated with contractual versus in-house services
identifies factors associated with staff size and production
recommends course of action following study
prepares requisitions to establish materials and service contracts
Assists in the development of divisional budgets consisting of operation and personnel, and capital budgets including short- and long-range projects
establishes and evaluates the effectiveness of preventive maintenance programs
Confers with appropriate departments, divisions, and consultants when improvements to electrical, mechanical, plumbing, air conditioning/refrigeration/HVAC and security systems are under consideration
maintains records of work performed by outside contractors
Makes recommendations regarding hiring, discipline, and promotion of subordinates
authorizes leave and overtime
evaluates and rates employee performance
Represents the City professionally and inclusively in all interactions with colleagues, departments, and the public, consistent with equal opportunity and non-discrimination principles
Builds and maintains collaborative, professional relationships across departments, with contractors, and within the division

Requirements
Bachelor’s Degree in Engineering, Construction, or related field
supplemented by five (5) years of progressively responsible experience in public works or facilities maintenance, including four (4) years supervising union employees
Valid Driver’s License: With proof of automobile insurance
Must have an acceptable background record
Must have an acceptable driving record
Nice to have
Additional degree or coursework in Public Administration, Business Management, or a related field
Professional certification such as CFM (Certified Facility Manager) or FMP (Facility Management Professional)
