The role is to report directly to the Director- Head of Building Management, representing the JLL Property and Asset Management Services (PAMS) team, overseeing the security, technical and soft services operations of the TFM service providers. This will involve the quality assurance and quality control of the daily facilities management operations, adhering to the industry best practices.
Job Responsibility:

Provide OPEX and CAPEX budgeting requirements, financial forecasts, and P&L’s
Prepare and submit weekly, monthly, quarterly, and annual reports
Assist in the preparation of governance documents, property operations plan, property regulations/rules, policies and procedures, procurement request for approvals
Responsible for daily operations of the TFM contract
Service provisions include security, soft and hard services, EHS, reactive and corrective maintenance, PPM, asset condition surveys of various systems (Electrical, HVACR, MEP, etc.)
Guide and manage the TFM service providers operatives, skilled technicians, and unskilled personnel
Oversee the tender and selection process for all specialist subcontractors
Ensure TFM service providers and contractors adhere to insurance policies, relevant authorities' requirements, laws, decrees, local municipality codes of practice and legislation
Responsible for competent delivery of properties planned preventative maintenance (PPM), reactive/remedial works
Ensure works meet Service Level Agreements (SLA) and Key Performance Indicators (KPI)
Ensure sufficient attic and critical stock levels are maintained
Ensure all statutory inspections, tests are certified and recorded
Ensure all Pre-occupancy/move-in inspections and Termination/check out inspections and or refurbishments/reinstatements are completed
Oversee maintenance and accuracy of any technology systems (CRM/BMS/CAFM/BIM)
Ensure TFM service providers staff are trained on systems
Liaise and advise the Property Manager and Client on changes to local laws and legislation, and international best practices
Work closely with Clients, Head of Building Management, Property Manager, TFM service provider, Leasing Agents and various other parties
Review the Client’s contract and TFM service providers contract
Ensure proficient delivery of the scope of work and specification of services
Perform all functions and responsibilities of the role deemed necessary for proper performance
Requirements:
Minimum of 5 years of Facilities Management experience
Experience managing high rise operational residential and commercial buildings in the UAE
Hold an Engineering degree, relevant Masters/Post Graduate degrees and/or accreditations
Working knowledge of managing third party facilities management service providers, handover and transitions management
Exceptional interpersonal skills for daily interfacing with stakeholders and tenants
Technically knowledgeable and confident to consult with clients, tenants, and contractors
Good negotiation skills
Effective communication in English (written & verbal)
People skills
Engineering qualifications or equivalent
Fit-Out Management
Technically astute and proficient
Experience working directly for and on behalf of a Landlord/Client
Proficiency in Microsoft Word/Excel/PowerPoint/CRM systems/building management CAFM systems
