Opportunity: Facilities Construction Project Manager - Euless, TX
Job Responsibility
Manages the budget, schedule, and requirements of multiple concurrent construction, renovation, and/or repair projects
Liaises between project managers, other governmental entities, upper management, and international border partners
Supports project planning, production, quality, project financial, and staff direction and oversight, and providing deliverables under the task order
Manages client interface at the COTR (Contracting Officer's Technical Representative) level
Reports on project progress and respond to inquiries about projects from client management and Congress
Interface regularly with stakeholders to Project Managers, and other U.S. Government agencies and components
Manages the budget, schedule, and requirements of multiple concurrent projects
Liaise between project managers, USACE (U.S. Army Corps of Engineers), other governmental entities, upper management and international CBP partners to ensure that projects align with the goals of each stakeholder
Develops scopes of work and project requirement packages for new projects in the portfolio
this involves working with stakeholders to determine the requirements of the project and liaise with the technical experts who can develop project strategy/solutions (engineering, environmental, real estate, and cost estimates) for these requirements
Assists government stakeholders to create and manage the budgets and schedules and prioritizing of current and future year construction project plans for the program
Resolves urgent, time sensitive or unforeseen issues that arise in construction projects related to funding, project coordination and construction issues
Provides risk management baseline and manage contingency execution
Monitors program funds and executes financial transactions in the government financial system
Reports on program progress, issues, and resolutions
Coordinates with government stakeholders to ensure seamless transition from new project completion/capital asset formation to M&R coverage
Chairs meetings, IPTs and other working groups as required
Works with stakeholders to develop requirements packages for new construction projects
Produces risk management quantitative assessments and status reports
Develops and delivers weekly status reports and other ad hoc reports
Writes detailed Project Requirements Documents (PRDs), Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWSs), and Independent Government Cost Estimates (IGCEs)
Requirements
Bachelor's degree is required with a minimum of 5 years of experience in performing construction related project management activities
Possess a proven experience developing and maintaining working relationships with high level officials and technical experts
Experience with writing and developing projects
Experience writing and developing PRDs, SOWs, SOOs, PWSs, and IGCEs
Proficiency and experience with RSMeans construction cost estimating software
Ability to conduct analytic assessments of work plans and progress reports and identify strengths and weaknesses
Ability to work collaboratively with all team members
Excellent written and oral communication skills
Familiar with Microsoft office suite of programs, especially MS PowerPoint, Excel, and Word
Familiar with website design and construction software programs like SharePoint or Adobe
Experience working in a fast-based, analytical environment
Travel is required for the role (approximately 50%)
Must be able to pass a minimum background investigation for U.S. Government Public Trust clearance
Must be U.S. citizen
Nice to have
DHS experience is preferred
DHS Project Manager Level I & II Certification/other project management certification is desired
Minimum OSHA 10-Hour training is preferred
Familiarity with project management, scheduling, and risk management/mitigation
Experienced in solving difficult issues related to project funding and scheduling
Microsoft Office including MS Project and SAP training
Hold a current, active CBP or DHS Public Trust suitability background investigation
