Provide exercise communications planning and network engineering expertise to modernize and sustain IT systems. Perform network engineering to support the United States Army, Pacific-level multi-domain and multinational planning, systems integration, and mission planning required by the United States Army. This effort requires onsite support services in Government facilities as required to the AOR in Hawaii and assigned units in Asia, the South Pacific, and other locations. Travel in support of planning and mission requirements, with emphasis on planning conferences, should be anticipated for peacetime and contingency operations.
Job Responsibility:
Advise and manage the customer on networks and information systems for force projection in support of exercises and real-world missions in the theater of operations
Prepare and brief senior leaders on network architectures, integration challenges/solutions, and potential risks or resource gaps affecting mission command capabilities
Maintain familiarity with all OPLANs involving the customer, aligning planned communications networks for each exercise to an OPLAN
Provide recommendations on future and emerging capabilities
Develop WAN and LAN architectures based on unit MTOE equipment and GOTS/COTS solutions
Document networks, considering redundant nodes, chokepoints, and risks. Subject modifications to the change control board (CCB)
Collaborate with stakeholders and coalition partners to develop communication plans for exercises
Organize disparate units for the implementation of established network plans
Lead periodic TIWGs, addressing network and server architectures, communications security, simulation and common operational integration, firewall ports, protocols and services, tactical terminals, spectrum requests, and more
Write base orders, signal annexes, and concepts of operation (CONOP) to define mission requirements
Provide expertise for deployable Army communications networks for exercises and real-world operations
Conduct exercise site surveys and plan conferences to integrate mission networks across geographically disparate areas within the Asia Pacific region
Integrate situational awareness on operational tactical networks throughout the Joint Exercise Life Cycle (JELC)
Track authorized service interruptions to strategic networks and advise on mitigating actions
Provide and identify network life-cycle support, including requirements, architecture, engineering, design, integration, Risk Management Framework (RMF), SIPRNet Connection Approval Process, installation, operation, and maintenance
Provide technical integration with current cybersecurity defense capabilities within the theater environment
Participate in theater exercise planning and development conferences aligned with the JELC process, supporting the home theater
Support exercise execution, including onsite participation and establishing/operating tactical networks with shifts lasting 10-12 hours per day, potentially involving rotating shifts and a callback contingency

Requirements:
Bachelor of Science in Business Administration, Information Systems, Computer Science, Engineering, or similar field
At start date, must possess the following certifications in ACTIVE status: Security+ CE
CISSP OR CISM
Minimum of 10 years of IT technical experience, with a minimum of 5 years of IT Management experience
Travel OCONUS within the Asia Pacific region as required
Minimum of 3 years’ experience tracking and reporting project status
Advanced experience with developing project/program tasking
Skilled in MS Word, Excel, and PowerPoint
Strong analytical and critical thinking skills
Detail-oriented and highly organized, with excellent written and oral communication skills
Excellent interpersonal skills for dealing with diverse military and civilian stakeholders
Pursuant to a government contract, this specific position requires U.S. Citizenship
All applicants must have current DoD Secret clearance day one and prior to entry on duty, with the ability to pass an SSBI background investigation to up-scope their clearance to Top Secret

Knowledgeable on applying TCP/IP and associated networking protocols such as SNMP, SMTP, POP, IMAP, HTTP, HTTPS
